Construction Engineer

Mr. Noxon has more than 40 years of experience in the condition inspection, construction/rehabilitation, and maintenance of bridges, marine structures, facilities and roadways. He is familiar with (amongst others) New Jersey Department of Transportation (NJDOT), New Jersey Turnpike Authority (NJTA), Delaware River Joint Toll Bridge Commission (DRJTBC), and National Bridge Inspection Standards (NBIS) requirements and is experienced in the verification of these standards. Prior entering the private sector, Mr. Noxon worked for more than 15 years for the NJDOT and more than 15 years at the New Jersey Highway Authority (NJHA) constructing, maintaining and inspecting bridges, facilities and roadways and managing maintenance efforts and construction engineering. Mr Noxon is also experienced in the private sector having worked for consulting engineering firms since 2004. As a resident engineer, he has been responsible for verifying the compliance of construction with approved plans and permits. As project manager, he has assured compliance with contractual obligations for public and private clients.

Project Experience

Resident Engineer, Middlesex County Replacement of Culvert due to Hurricane Irene carrying a tributary of Devil’s Brook under Friendship Road Plainsboro and South Brunswick Townships

The construction project involved coordination with the Freehold Soil Conservation District for soil erosion and sediment control. stream flow diversion, silt fence and floating turbidity barrier, and compliance with the SESC Certified Plans, establishment of a traffic detour for the duration of the construction, utility coordination including coordination with the South Brunswick Department of Public Works to protect the existing 20” water main and encasement running through the new culvert footings and walls, and construction including demolition and removal of the existing culvert, unclassified excavation and test pits, I-9 soil and aggregate base course construction, cast in place concrete, epoxy coated reinforcement steel, stream flow diversion during construction, guide rail with appropriate end treatments, milling, HMA base and surface courses, long life pavement markings and raised pavement markers, concrete curb, and seeding and topsoiling. NJTA Widening of the Garden State Parkway between Interchanges 63 and 80 - Project Manager

Managing three construction contracts valued at $127 million to add a third lane in each direction of the Garden State Parkway between Interchanges 63 and 80. The project involved extensive traffic control, widening bridges and culverts, bridge demolition and replacement, overhead sign structures, piling, drilled shafts, utilities, drainage, Toll Plaza and building construction, construction of EZ Pass Express Lanes prepared for future open road tolling (ORT), earthwork, grading, landscaping, and paving. Mr. Noxon managed the team consisting of three resident engineers and up to 35 other inspection and support staff from nine different engineering firms. Essex County Linden Avenue Bridge Replacement - Resident Engineer

Provided REI services for the demolition and replacement of a 30-foot bridge on a local street in a residential area in Verona, NJ. The new structure consists of reinforced concrete abutments on spread footings and prestressed concrete box beams with a cast-in-place concrete deck. Project Manager and Inspection Team Leader, New Jersey Marine Terminal Buildings 196, 197, 198, 199, 201 & 201A at Port Newark, Elizabeth, NJ: for performing a cyclical condition survey of and submitting to the Port Authority of NY&NJ a condition survey report of the New Jersey Marine Terminal Buildings 196, 197, 198, 199, 201 & 201A at Port Newark in Elizabeth, NJ. Mountain Development Corporation - Highland Lake Dam Rehabilitation - Resident Engineer and Project Manager

Design and construction inspection for the demolition of the facing and substrate brick masonry of a masonry dam in West Paterson, NJ. The lake behind the dam needed to be lowered in order to repair demolished areas and apply gunnite surfacing. In addition, after the installation of a structural steel bracing system, the lake had to be raised to its prior level. Mr. Noxon verified that all aspects of the project adhered to New Jersey Department of Environmental Protection (NJDEP) permits. DRJTBC Delaware River Bridges Underwater Inspection - Team Leader

Led the underwater inspection to assess damage at 21 bridges that cross the Delaware River following a major flood in 2006. The purpose of this inspection was to assess any changes in the condition of all underwater and above-water substructure elements and scour countermeasures as a result of the flooding. Mr. Noxon led a team of divers to determine results of the flooding. Additional damage to underwater and above-water substructure units was determined and reports were provided delineating repairs required and associated costs for the Federal Emergency Management Agency (FEMA) analysis for federal reimbursement to the Delaware River Joint Toll Bridge Commission (DRJTBC). City of Trenton Department of Inspections Trenton Marine Terminal Seawall Rehabilitation and Replacement - Resident Engineer/Chief Inspector

Provided engineering design and REI services for this project to rehabilitate and replace the Trenton Marine Terminal Seawall in Trenton, NJ. The purpose of this project was to rehabilitate the low-deck seawall, which runs along the 1,200-foot Trenton Marine Terminal. Subsurface tie backs were installed and 124 steel H-piles were driven into the Delaware River along the face of the seawall to support steel reinforcement of the timber system under the seawall and to provide support against overturning of the wall. Sixty linear feet of the existing concrete seawall were demolished and reconstructed. Steel channels were installed under the wall to reinforce deteriorated timber elements supporting the wall. Mr. Noxon was responsible for verifying compliance with the specifications and permit requirements and providing Resident Engineer and construction inspection services for contract compliance of the rehabilitation, including inspection of H-pile installation and associated marine construction work, shop drawing review and change order preparation, and project recordkeeping. Union County Bridge Design - Project Manager

For subconsultant W. J. Castle, (subconsultant to Alaimo Engineering) for design of the superstructure and partial substructure replacement of the Midland Ave. Bridge, involving design of pre-stressed concrete box beams, rebar design, superstructure design, and removal of super structure and upper portion of substructure.

Interstate Storage and Pipeline Corporation Private Commercial Bridge - Resident Engineer

Provided design and project management for engineering services for the design-build of a prefabricated structural steel bridge in Burlington County, NJ. The bridge crosses over a tidal waterway, adjacent to the Camden Light Rail line and over two pipelines that supply aviation fuel to the McGuire Air Force Base (AFB). The structure is a prefabricated, galvanized steel superstructure founded on a helical anchor substructure with a cast-in-place concrete deck. The project involved purchasing the railroad right-of-way (ROW) for the bridge, and working adjacent to the rail line and under two sets of high-voltage electrical transmission lines. Mr. Noxon coordinated with the contractor, utilities, and railroad for the successful completion of this project, which was completed on time and under budget. (2004 - 2006)

Managed maintenance engineering services for in-house construction projects at the New Jersey Highway Authority (NJHA). Mr. Noxon led the maintenance activities for the Garden State Parkway and the Garden State Arts Center, which is now known as the PNC Bank Arts Center.
