Work Experience

Over 25 years experience in the field of oil industry in Middle East and North Africa, specifically in the down stream processing, storage & supply and Distribution of petroleum products, also the up stream and Depot Manager, Business Development Manager, and Project Manager, Country Manager.

Recent Work Experience

From January 2011 was working self employed as Business Development Adviser for an American company, Al Maha Group, based in Amman Jordan, to cover the Iraqi market during which the company has awarded and built five police stations, eleven school and refurbished two hospitals.

I have just completed three months as Project Manager for contracting MEE company working for Petronas in the south of Iraq on an oil pipe line.in charge of 128 employees, i.e. Engineers, QA and QC, HSE, stores, Security, monitoring the daily work of contractors, schedule of work as per agreed drawing.

This Project is scheduled to be completed and commissioned by the end of September 2012.

2007- 2010 Senior and Principal Economic & Business Development Adviser

USA Department of State, Provisional Reconstruction Team, ( PRT) Ninewa, Mosul Iraq.

During this period I was conducting the following tasks:

1. As a Subject Matter Expert on the oil & gas industry in Ninewa I was focusing on the following areas:

a. Supply and distribution in the downstream.

b. Consumer demand and shortfall in the wholesale market; import strategies to cover shortfall of petroleum products.

c. Planning and monitoring the upstream oil drilling in the disputed areas and the impact on the environment.

d. Preparation of Tender evaluation monitoring and reporting.

e. Monitoring contamination of petroleum products.

f. Preparing feasibility studies of upstream industries vis-a-vis Syria and Turkey.

g. Business Development and Market research.

h. Training the local people skill to improve their daily life.

2. Adviser to the newly formed provincial investment commission (PIC) on investment promotion strategy, targeting non-oil competitive sectors and marketing the province to local, regional, and international investors. Travel to different countries and meet with investors and invite them to invest in IRAQ, and manage to bring in well over forty Investors.

3. Working with USAID programs such as Tijara to develop and expand Small Business Development Centre (SBDCs) to train Iraqis in starting a small business; SBDC in Mosul was set up with Mr. Atheel Najaifi, the current governor of Ninewa; involved as well in micro-lending and microenterprise for disadvantaged groups such as women, widows, Internally Displaced Persons (IDPs); Community Stabilization Program to provide 1,500 wheelchairs for hospitals in Ninewa, also the disabled association, and the youth associations and other small organisations.

4. In collaboration with the Coalition Forces and Iraqi Army, revitalized the Al Bharka market, a market damaged by the war and insurgents; provided micro grants from QRF to 40 vendors to restart their businesses;

5. Works closely with the Civilian Military Affairs at the Brigade and Division level to develop and implement vocational training programs and employment generation such as sewing, handicraft, literacy training programs for women, Youth and the Disables.

6. Involved in Iraqi First or IBIZ initiative; targeted women-owned companies in Iraq to set up retail shops in the US Forward Operating Business to sell to US soldiers and civilians.

7. Prepare commercial feasibility studies on the upstream, i.e., storage tanks, pipe line, spot market prices, and barter deal in the international market

8. I have also drawn elaborated strategic plans to establishing new companies for working annual budget and capital spending for the business (PIC).

9. Capital budget execution for the province of Ninewa 2008, the 2007 incomplete budget and verify the unfinished project and complete supplementary budget to claim the outstanding money from the central Government and have achieve great result for the province.

2000 - 2007 Independent Economic Financial Consultant, Nottingham, UK

Since then I became self-employed consultant in the personnel and company financing in the financial market working with various companies and prepare various feasibilities studies to justify personnel borrowing.

But remain with one large group of company and run by the Philips Group.

We have worked together on various projects for seven years.

1983 – 1999 Entrepreneur, Nottingham, UK

I turned to entrepreneur and formed the KYMCO to run and manage the three Apricot Nursing Homes Company. During this period I was the Managing Director dealing with the trading accounts and HR of the employees in the company until was sold in 1999.

1976 - 1983 Executive Director, ADNOC, Abu Dhabi, UAE

Supply and Distribution Manager for Abu Dhabi National Oil Company for distribution (ADNOC). I stayed working for ADNOC for eight years.

My work within Abu Dhabi national oil company consisted of preparing various feasibility studies to build various projects in addition to the supply and demand of all petroleum products within Abu Dhabi Emirates for Eight years.

1-Tendering and negotiating with contractor and sub contractors to build and complete the pipe line between the Abu Dhabi port and the Abu Dhabi old Depot.(is dismantle) now

2-Involve in negotiating with other Engineers the built of Umm Al Nar Depot and monitor the progress of work until the project is completed.

3-Tendering and negotiating with contractor the build of heavy fuel oil factory at Umm Al Nar Depot.

4-Tendering the petroleum products pipe line between Abu Dhabi and Al Ain City and monitor the schedule of work with the contractor and solve any problem some time take place with contractors or sub contractor and report back to the board of directors till project is completed.

5-Tendering the LPG filling plant at Umm al Nar and negotiating the project with the client until is completed.

The above projects were prepared by the ADNOC engineering Department and approved the legal counsel with the coordination of the Supply and Distribution Department working together as team to supervise and complete all the projects.

6- Monitor rotating hired equipment to the supplier on completion date.

I was also a member of the supply committee, which consisted of; Ministry of petroleum, Abu Dhabi National Oil Company (ADNOC), port authority and ADNOC FOD (which I was the representative for) within Abu Dhabi Emirates.

The supply committee meets every month to discuss the availability and shortfall of various petroleum products, in order to achieve the required national supply of petroleum products throughout the Emirates.

Due to Abu Dhabi had a small refinery and could only supply the Emirates with 10-14% of the total consumption of the all petroleum products. Therefore, my job was to plan and bring the shortfall of the petroleum product from outside the country for the whole year. We set up agreements with Kuwaiti petroleum companies to supply us with shortfall of all the petroleum products, i.e. petrol, gas oil, fuel oil, jet-A1 and gas.

During this period ADNOC have built brand new Depot in Umm Al Nar to accommodate all the imports coming from Kuwait as well as the Umm Al Nar refinery, which was to pump the petroleum products direct into the depot.

The total employees working for me ender my department were 285 staff to look after 340 road tankers of various sizes, also 170 hired road tankers.

I was responsible to supply all grade of petroleum products to-Ministry of Defence, Ministry of Interior, all the NGO companies, on shore and off shore.

Whilst I was working for the Abu Dhabi Oil Company, I was travelling on behalf of the company to purchase or hire various sized vessels for the purpose of transportation of various petroleum products.

In addition to my Supply and distribution job also I was in charge of the workshop, stores, LPG plant and running of the depot.

1973 1975 Economic Adviser, Ministry of Petroleum, Libya

My initial post was consultant in the field of petroleum products as well as crude oil to prepare various feasibility studies about refining of crude oil outside Republic of Libya. However, these took me to budgeting, planning and follow up the costs of the feasibility projects with the Libyan Central Bank. Most of these feasibility projects were prepared and implemented in various African countries as well as in Turkey

Soon after graduating as Economist in 1972, I was contracted with the Algerian Ministry of Education to lecture Economics at the Constantine University for a period of one year.

Summary of Experience in the Oil Industry Filed.

I would like to summarise my primary duties and responsibilities, for the work that I have carried out in the past in the oil industry.

Producing robust policies research and provide expert policy analysis and technical assistance in the field of oil and gas.

Formulate and recommend policies to maximise the oil and gas production and potential of the industry.

Collaborate with the Ministry of Oil, and also I have worked with the Ministry of Energy sector on the long-term strategic plan.

Prepare analysis and recommendations on oil and gas legislations, policy issues and long-term strategic plan.

Create and facilitate strategic partnership between Ministry of Oil and Gas with other private sectors, to finance the development concerns.

Identify gaps in the energy sector expertise and identify resource solutions.

Collaborate with legislative co ordinations committee to identify oil and gas legislative initiative if that is requested.

Co ordinate with other Ministries such as Ministry of Planning, Ministry of defence, transportation and other government bodies if necessary.

Prepare the annual budget and future expansion regarding the consumption in Oil and Gas for the private and government requirement.

Provide the annual internal budget for the number of employees in the department and taking into consideration other costs.
