Rosas Consulting LLC January 2010 – Current

• March 2024 to current, estimating, budget exercises for commercial drywall subcontractors, developers and construction managers on proposed projects in design stages throughout the U.S.

• Served as an Auditor for a national general contractor, in-house commercial drywall division, from November 2023 – February 2024.

• June 2023 – October 2023, participated in preparing budgets, conducted pricing revisions for projects that are scheduled for 2025 and beyond

• Served as interim Operations Manager for a mid-sized General Contractor based in San Clemente from December 2022 – May 2023.

• Contracted to serve, from July – November 2023, as interim Sr. Project Manager on a forty-seven-story mixed-use tower in Austin, TX., preparing submittals, stocking reports, reviewing and pricing ASI’s, and ordering specialty products.

• 2020 – 2023, during the COVID-19 pandemic provided estimating and project management services to companies experiencing personnel losses due to illnesses or early retirement.

- Conducted forensic cost impact studies of projects due to the public health emergency as these developed into claims.

- Assisted with project close-out, change order negotiations, subcontractor dispute resolution.

• 2019 – 2020, performed a market analysis for a Company based in Phoenix wishing to expand in the Dallas-Ft. Worth market.

• 2019, assisted Denver, CO. qualify for minority status, bid and be awarded a $2 million State Project.

• 2019, estimated for a client based in Washington, D.C. $9 million in new projects, awarded $6.75 million.

• 2019, completed a review of outstanding change orders for a Chicago-based Law Firm prior to arbitration on $15 million State of Illinois Project.

• From June 2019 – October 2019, under contract, worked as a Commercial Drywall Estimator with Advanced Technology Group. ATG is a well-respected and successful as a raised access floor and clean-room specialty subcontractor who ventured into the Commercial Drywall Tenant Improvement market. Brought in as a specialist in commercial drywall to network, participate in business development, estimate and close on new projects.

- Within 2 months, prepared and secured over $3 million in new projects.

- Prior to the end of the contract period ending was awarded or started negotiations on another $4 million in new projects which were slated to start in 2020.

- Duties included preconstruction, budgeting, scheduling and purchasing.

- Invited to speak at an event of the Associated General Contractors – Oregon-Columbia chapter on the challenges and rewards of implementing new estimating and accounting software for contractors and on best practices.

• From January 2018 – May 2019, under extended contract, Art Cortez Construction Inc., tasked to build a back log of projects through the competitive bidding process, and through negotiations with established clients. With the additional task of changing the business model from a small drywall company to a boutique minority general contractor.

- Tasked with creating project management processes and procedures to allow them into general contracting for local and state governments.

- With the assistance of another estimator created a backlog of projects totaling over $5 million which started in the 3rd, 4th and 1st quarter of 2019 and 2020.

- Reorganized, and implemented new estimating/sales processes to move the company from a subcontractor to a general contractor.

- Implemented industry standards for project management of small to large projects by creating manuals which outlined the step-by- step processes.

- Supervised the financial administration, A/R, A/P, of the business while also directing estimating and project management.

- Negotiated for the release of retention funds.

- Finalized negotiations for change orders totaling over $1.3m.

- By using established industry contacts and relationships, through business development and active networking by participating in local events, these efforts resulted in new projects worth $5.5 million dollars.

• April 2013 – January 2018, based in Portland, OR. but working throughout the U.S. from, aided various companies in Estimating and as a Project Manager by helping to close out difficult projects, negotiating change orders and final close out. Trained companies to implement and use QuickBid and On-Screen Takeoff for general contractors and subcontractors, training personnel.

- Independently prepared and submitted proposals for retail, restaurant, hospitality, light industrial, tenant improvement, life science, medical and hi-tech projects for commercial general contractors and drywall companies.

- As an Owner’s Representative, worked closely with Tribal leadership to select specialty finishes, budgeting and scheduling for a main lobby and room remodel, final budget $2.2m. for the Kah-Nee-Ta Resort & Spa, Oregon.

- Prepared baseline estimate, in conjunction with pre-selected H.V.A.C. and Electrical subcontractors for a room remodel and mechanical upgrade, projected cost to start was $15m for the Heathman Hotel, Portland, OR.

- Analyzed and corroborated final contract costs for the Plaintiff, prior to arbitration and then gave testimony related to the Lake Nona V.A. Medical Center, FL.

- For smaller companies which required a separate estimator for complicated projects would prepare, submit and perform preconstruction functions which included the preparation of deferred submittals and purchasing of long-lead specialty items.

- In multiple instances, as a Project Manager would leave, and a project needed to be completed my assistance would be contracted to step in and close out the project.

- Some assignments included providing assistance in resolving differences over change orders, performing forensic analysis of the contract documents, developing costs, negotiating with all parties involved and resolving the differences.

• February 2011 – March 2013, under extended contract with VR Holdings Corporation, NY. NY, lead internal professional and maintenance staff in company specializing in real estate development and property management. Supervised a team of 5 office employees and up to 12 subcontractors on renovation and new tenant projects. Prepared properties for new occupants, developed estimates for repair work and tenant improvements, negotiated contracts with subcontractors, and oversaw teams working on projects from inception to conclusion.

- Completed a $15M renovation of a 43-room hotel with 3 restaurants and event center Pensacola, FL.

- Refined purchasing process through meticulous review and assessment of material needs, decreasing construction costs by 15%.

- Effectively negotiated and resolved dispute with subcontractor, saving approximately $750K in unnecessary charges.

- Enhanced scheduling process to increase efficiency and cut turnaround time by 4 weeks for most rental properties.

- Worked closely with representatives from OSHA to develop and implement a comprehensive safety plan, significantly reducing insurance, and bonding expenses, while eliminating a potential fine.

• February 2010 – February 2011, as a Consulting Estimator and Project Manager, provided expertise in QuickBid and On-Screen Takeoff for general contractors and drywall companies, training personnel and implementing new processes.

- Enlisted by a drywall company to turn around a project forecasted to generate a 17% loss; instead delivered a 3% net profit by improving purchasing procedures, workflow planning, and labor scheduling.

- Recouped a $239K change order that had previously been denied by owner for a small painting and drywall company; audited and verified actual cost impacts to justify additional expenses.

- Evaluated and confirmed estimate, quantities, production rates, and costs, enabling Drywall Company to finalize a $3 M clean room contract with Intel.

- Assisted drywall contractor in becoming certified as minority contracting business, contributing to a 34% increase in annual revenue.

- Conducted training on QuickBid and On-Screen Takeoff for 8 members of HVAC Company, significantly enhancing efficiency of the estimating process and allowing the business to secure more work.
