I have been in the Fabrication and Oilfield, Refinery Industry for over 30 years. I began my Career as a Journeyman Ironworker after completing a 3-year Apprenticeship for Ironwork and Fabrication. I also obtained an Associate degree in Structural Steel Fabrication and Welding. I have excelled to the level of Expert with Certifications through AWS, API, ASME, and NRC, all at X-Ray Quality. I was also an Instructor a San Jac Community College in their building Trades and Welding Programs. I took my First management position in 1985 for MW Kellogg as General Foreman for the Arco Lyondell, AES deepwater Co-Gen Facility in Houston Texas. t continued in the Petrochemical Construction Management industry since that time. I have spent 14 years as a Contractor in the Oilfield Fabrication Market operating as Cactus Services Inc. This Company became known throughout the U.S. as a Prime Contractor for Oilfield related repairs and new Fabrication. This project involved re-entering depleted Natural Gas Caverns in Wyoming. Holes were drilled and Piped with Pipelines and Facilities to store Natural Gas. I was in charge of Drilling and Natural Gas Pipelines and Facilities. Contracted thru QIS Inspection March 2023 - July 2023 - Kinder Morgan

Contracted through Epcon Partners to Kinder Morgan Project in Fort Stockton Texas. I was there to Assist in the Completion of the Project consisting of Lowering-in backfill and Completion Grade. Project Complete

Responsible for bringing CNG Pipeline from Colonial Line to Kinder Morgan Meter Station and then to UPS as the End User. This line was needed to supply UPS with CNG to fuel all their Tractors and relivery Vehicles on the East Coast. The final destination of this line is in the First UPS SMART Facility as well as the Facility in the US August 2017 - October 2018: Senior Welding Inspector Contracted through Gulf Interstate to Enable Midstream as Senior Welding Inspector for the Cyclone discharge / Suction Lines. As well as Lenora Compressor Station and Cyclone Compressor Station. I was Responsible for All Fab and Mainline Welds for a 5 mile 16" Line connecting 2 Compressor Stations as well as 2 — 12" Suction lines from the same Station. My duties include but are not limited to the Inspection and Technical Planning for Pipeline Maintenance of over 400 Miles of Pipelines including 22 Compressor/Facility Stations throughout the Eagle ford Shale. Our Client base grew to include the above mention clients as well as Loadcraft Induslries, Corps of Engineers, TXDOT Ferry System, Laughlin Thyssen. We were also a Woman owned business and were selected as the Contractor of Choice by the City of Austin for their Municipal Water Pipelines. Cactus Services INC also served as Contract Inspection Services for GUtCE Engineering for API RP- 4G Category Ill & IV Rebuilds and Recertification's on all Sizes and Classes of drill Rigs. Twin EagJe Midstream Assets, LLC had a truck unloading LACT upgrade project at two Wyoming crude oil track unloading facilities and contracted API to manage all aspects of the work on our behalf. API tasked Dwayne “Cactus” Jones to be tire project manager and chief inspector. Cactus was instrumental to the safe and successful completion of the project. His knowledge of oilfield operations, pipeline operations and the safety concerns that come with those operations is very impressive. Cactus stayed in constant contact with the vendors status of deliverables for the project as well as scheduling work crews and Equipment needed for installation of the LACT units. He developed relationships with those vendors that helped in the timing of getting the equipment through fabrication and into the field. Cactus is very conscientious about the project schedules and project costs. I was provided with daily project reports and other valuable information and discussions that was related to the safe and successful completion of the project It was a pleasure to work with Cactus and API on this project and look forward to working with them on any future projects that Twin Eagle may have.

This is a letter of recommendation for Dwayne based upon his work and performance for ONGOK as the Chief Inspector for the Canadian Valley Plant from March • May 2016. The scope of work involved repairs and upgrades to the ignition system of a 160ft flare stack. Very quickly, Dwayne showed us he was dedicated to performing his job to ONEOK standards in terms of project execution and safety protocols. He is very detailed in his upfront planning which helped us mitigate issues ahead of schedule. This was highly valuable to us due to the plant shutdown that was required to tie in the flare upgrades. His management style for the contract0ß worked well with the T&M contract we had—by indenting excess hours put in by one of our contractors, Dwayne saved our company at least 10% on labor costs by this action alone. By far his best quality is that he has never hesitated to raise questions about job quality or safety. I was completely comfortable leaving the Job in Dwayne's hands because I could depend on him to bring any issues—no matter how large or small—straight to me. Often he had already dealt with the issue and just wanted to verify his actions felt in line with ONEOK's practices. Very little, if at all, was further action needed when He handled a problem. This alone would be enough for me to recommend Dwayne Jones for a job that would benefit from strong project management/inspection skills.

I have known Dwayne for several years and through those years have developed a very high respect for him as a person of genuine knowledge and aggressiveness to come up with new ideas to resolve solutions that come up every day in the oil patch or in life itself. He gained my respect while working with him at Loadcraft on a 2000 HP rig we were building in our yard. His day to day approach to overseeing the construction of this rig was nothing but fantastic, as we had a very intense deadline to meet not to mention API Guidelines and Procedures. The skills and abilities he exhibited as he monitored the daily schedule were extraordinary, and he was able to pass that urgency on to his workers as well. In short, Loadcraft had a 25 Million dollar Project at hand that had to be completed under severe time constraints and Dwayne Jones saw to it that it climaxed into a tremendous piece of drilling equipment on time under budget.
