As a Senior Contract Specialist, processed requirements leading to the award of Grants, A&E Contracts, Inter/Intra-Agency Agreements IDIQ, Sole Source and Simplified Acquisitions (placed either against their or Government-Wide contracts) and modifications to those instruments. My duties include:

Provide a wide range of professional acquisition for the Office of Procurement and all customers and contract support services, program management, project management and administrative support services in the following areas: requirements development, pre-award acquisition planning, source selection (formal and informal), contract administration and management, assistance with the preparation and issuance of contracts, Task Orders, interagency agreements, modifications and management of various contractual vehicles, policy analysis and development, support of small business programs, assorted related data and analytical functions, and various acquisition tracking and reporting functions. Provide the planning, coordination, technical direction, and surveillance of the activities necessary to assure disciplined work performance and timely resources application to accomplish all tasks issued under the contract.

Reviewing procurement requests. Work with DOL, DHHS, EIA, NHTSA and Architect of the Capital’s Contract Specialist and Program Officer Personnel in developing sound acquisition plans. Drafting and releasing pre-solicitation documentation (e.g. synopsis, letter of invitation to submit contract proposal or assistance agreement application); Assist Contract Specialist and Program Office Personnel in developing sound technical and cost evaluation plans. In collaboration with the Contract Specialist and Program Office Personnel, develop and draft Request for Proposals.

Conduct and document review of cost proposals. Provide advice to program office personnel on how to conduct and document technical and cost evaluation of proposals. Reviewing technical evaluation reports. Based upon results of cost and technical proposal reviews, recommending to the Agencies, Serve as a point of contact for both financial assistance and contract issues. Procures and administers cost reimbursement contracts to include Cost Sharing, Cost-Plus-Fixed-Fee, Fixed Price and other contract types as needed. Provides close -out activities on completed issue and notice of termination for convenience or default.

Ensure that their Procurement Request Tracker (a SharePoint-based database and FMS) has current and accurate information at all time. Ensure actions are processed in STRIPES, PRISM and Momentum in a timely manner. Ensure information provided in FPDS-NG and USASPENDING is accurate and current. Ensure all ad hoc reporting requirements are completed correctly and within established timeframe. Ensure compliance with all administrative, safety, and security requirements established by DHHS/DARDA, NHTSA (e.g. NHTSA OAM Policy Memos, NHTSA Orders, etc.) the U.S. Department of Transportation (e.g. the Transportation Acquisition Regulation, Transportation Acquisition Manual, other DOT orders, regulations and procedures) and the federal government (e.g. FAR, various OMB and CFR Circulars and regulations applying to assistance agreements).

Assist the Contracting Officer in preparing solicitations, acquisition plans, source selection plans, and other documents required in accordance with regulatory and local guidance. Support the Contracting Officer in assisting customers with the development and preparation of requirements documents (e.g., SOW, technical evaluation factors, acquisition planning, IGCE’s, etc.). Complete all contract awards within the established Procurement Administrative Lead-times (PALT) identified by the Office of Contracts Management.
