Retired as a Captain of Investigations having managed, and lead investigations related to controlled dangerous substances, Homeland Security, High Tech Crimes, Fugitive, and the Intelligence Crime Taskforce. During a 25-year career, I accepted numerous promotional opportunities before retiring in April 2018. I have acquired hands on experience investigating domestic violence, sex crimes, juvenile crimes, financial fraud, official corruption, drug related crimes and gambling offenses. Strategy

•Case Agent and Wiretap Affiant of “Operation Painkiller” a two-month long investigation of illegally trafficked pharmaceutical grade painkillers and the distribution of same.

•Easily worked in 24/7 environment managing complex extremely sensitive child physical and sexual abuse investigations, missing persons investigations, internal affairs/professional standards investigations and wiretap investigations involving controlled dangerous substances and the violation of the Controlled Substance Act.

•Identified threats, vulnerabilities, and areas of interest during course of investigations. Included intelligence data review, preoperational surveillance, and risk assessment reporting same to Executive Command.

•Created and reviewed crisis management programs, policies, and compliance protocols. Focused on communication within the Child Abduction Response Team with predetermined steps to cascade to other departments and public when necessary. Created two fully staffed Child Abduction Response Teams comprised of approximately 100 law enforcement officers, search and rescue, legal staff, and social services.

•Managed intelligence analysts mapping crime trends and heroin overdoses. Cataloged heroin stamps and worked in conjunction with the Drug Enforcement Agency (D.E.A.) to identify source cities and neighborhoods.
