PROFILE
National Center for Credibility Assessment (NCCA) Certified Polygraph Examiner with 35 combined years in Military, Civilian and Federal Law Enforcement. Following retirement from federal service, began serving as a Contract Polygraph Examiner for Capital Center for Credibility Assessment Corporation (C3A) conducting law enforcement pre-employment test (LEPET) polygraph examinations for Customs and Border Protection (CBP). Conducted screening polygraph examinations (LEPET/TESC) for CBP and U.S. Border Patrol applicants. Conducted specific issue examinations for CBP internal affairs investigations, involving employee misconduct and corruption (MGQT and Zone/You-Phase techniques). Served as a Team Lead, Field Training examiner from 2012-2014, coordinating, evaluating, and mentoring new CBP polygraph examiners during their internship. Following, served as a Quality Control Examiner from 2014-2023 evaluating, reviewing, training and providing comprehensive audio reviews for approximately 100 field examiners. Polygraph Examiner, Naval Criminal Investigative Service (NCIS) – (January 2003 to February 2008 - Retired)
Active-Duty Marine augment to NCIS - Conducted screening polygraph examinations, Counter-Intelligence polygraph exams, Terrorism/Espionage/Sabotage exams for NCIS utilizing (LEPET/Full Scope Lifestyle, CI Screening, TES, MGQT, and Zone/You-Phase polygraph formats). Conducted Specific Issue criminal examinations for NCIS investigations, including homicide, rape, child molestation and sexual abuse, sexual assaults, physical assaults, thefts/fraud, drug use and positive urinalysis results. Additionally, served in multi- capacities while in theatre of combat operations in Operation Iraqi Freedom and Operation Enduring Freedom in support of SPECOPSWAR missions, in many cases, utilizing interpreters to illicit actionable intelligence. Criminal Investigation Division (USMC CID)
CID Agent - Performed criminal investigative duties while operationally assigned to the Criminal Investigation Division. Duties included conducting general criminal investigations falling within the jurisdictional purview of CID and NCIS, provided technical guidance and supervision to junior CID Agents and apprentice investigators, conducted covert operations, personal protective services, hostage negotiations, laboratory examinations, and served as a liaison with other senior military, civilian and Federal law enforcement agencies. Conducted field activities and investigations, including the gathering and preservation of evidence, crime scene photographs, collecting crime scene prints, fingerprinting suspects and the preparation of witness/victim/suspect statements. U.S. Marine Corps Law Enforcement/Military Police (MP) Military Police/Military Police Watch Commander - Supervised police patrol, investigation, traffic regulation, and related law enforcement activities within the Patrol Division of the Military Police department. Responsible for law enforcement and security of the USMC Miramar community which included approximately 100,000 seasonal populations and an area of approximately 23,000 acres. Performed military law enforcement duties to uphold the Uniformed Code of Military Justice (UCMJ) system, maintain good order and discipline, and support the commander's law enforcement and security requirements during peace and combat operations. Oceanside Police Department, Oceanside, California (2008–2011) Police Officer - Patrolled a metropolitan city in northern San Diego County, California, with a population of approximately 180,000. Responded to police calls for service, conducted investigations into administrative, civil, and criminal matters using modern interview techniques to illicit information from witnesses and interrogated suspects related to crimes reported and discovered. Reported and documented all work in a timely manner. Provided court testimony connection with investigative activity and observations. Prepared and served warrants and subpoenas as required. Worked with the community in an effort to identify problems and develop solutions which may or may not have been enforcement related utilizing the Community Oriented Policing model. Also addressed gang activity, violence, and related crimes. San Diego Sheriff’s Department, San Diego, CA (1994-2007) Sheriff’s Deputy Reserve – Served as a Level I Deputy Sheriff - an unpaid volunteer working with regular patrol deputies in the performance of their duties. These duties varied according to the assignment. The various duties performed by included: Off Road Enforcement, Patrol, Special Events, Traffic Enforcement, SED/SWAT, Prisoner Transport and Underwater Search and Recovery (Dive Team). The type of duty assignments to which a Reserve may be assigned are defined by Penal Code section 832.6, the California Commission on Peace Officer Standards and Training (POST) and the Sheriff’s Department Policy and Procedure Manual.
