QUALIFICATIONS

I have applied my diversified experience and education in the completion of many construction projects. A partial list of types of completed projects would be water treatment plants, waste water treatment plants, pumping stations, hurricane protection systems, water distribution systems, sewer collection systems, bridges, Highways, concrete lined channels, warehouses, commercial buildings, Airport concrete runway demolition and reconstruction with airport safety in place. Airport work also included concrete removal and reconstruction of Airport Aprons. Highway elevated bridge construction with 120 ft columns, Freeway construction of both asphalt and concrete. Individualized work for these projects included all site work, clearing and grubbing, excavation, embankment fill, concrete paving, asphalt paving, sidewalks, curb and gutter, storm drains, storm water inlets, manhole construction water line installation with all appurtenances, placement of sewer lines as well as casting monolithic concrete sewer lines of large diameter, construction of all concrete structures and installation of all equipment and instrumentation, pile driving of concrete piling, creosote piling, h-piles and sheet piling. I utilize my Engineering education and expertise in reviewing construction plans for errors and discrepancies. My extensive experience with heavy equipment permits me wide discretion in the utilization of the equipment and decision-making in repairs and replacement.

EMPLOYMENT HISTORY

October 14, 2019 to February 2024 – Superintendent for LEM Construction.

Assigned to the Conroe Central 55 Million Dollar Wastewater Plant.

Responsible for material management for the project. This is to include the release of all piping material and equipment that is required for the operation of the plant, inventory control and issuing of material for the various structures. Also charged with the responsibility of coordinating with all subcontractors in the various building construction as well as insuring that proper quality control is maintained. Set up a small crew to perform smaller tasks. Supervised the completion of all buildings to the owner’s satisfaction.

Assigned the task of completing the Blueridge clarifier project that was only partially built. Completed the project.

Transferred to the Main office to assist in the project management of the SEWWTP Project for the City of Houston. Released material for construction and ensured that all of the submittals were submitted and approved. Assisted the field supervision in obtaining the required materials and documents for the construction of the major components. Concurrently assigned to do the initial startup work for the Seven Coves Water Plant Project. Supervised the site work and foundation work for the Preload Tank Construction.

July 2012 to October 14, 2019 – Superintendent for N&S Construction.

Supervised the construction of a 42 foot diameter clarifier for MUD 36 to upgrade the current Wastewater treatment Plant. Installing all required piping, valves and appurtenances required for the proper operation of the upgrade.

Constructed a complete wastewater treatment Plant in Water wood Texas to replace the outdated existing fifty year old wastewater plant. The new construction had to be performed without interruption of the existing Plant, including complete reconstruction of the existing on-site lift station. Retrofitted modern electrical panels and placed in a 50 year old MCC to save cost and minimize interruptions. Installed new blower while existing blowers were in service and changed over the new blowers to new air piping that we installed.

Constructed a new complete concrete wastewater plant to replace a package metal existing wastewater plant at the North Forest Plant on Ella Bivd. Here again the construction could not disrupt the function of the existing plant and bypasses were installed.

At the Tomball Wastewater Plant we rebuilt a makeshift aeration Basin and rebuilt to a Digester and replaced all of the equipment on the existing aeration basin.

At Glenloch we constructed a complete Bull’s Eye wastewater plant including headworks that had six lift stations from different Districts being pumped in. Also totally refurbished the existing similar plant.

At Grant Rd Wastewater treatment plant we constructed a complete wastewater plant to replace the existing package plant. Due to the limitation of land we had to build half of the plant and place it in operation so that the old plant could be demolished and the second half of the plant could be constructed and placed in operation.

Constructed a clarifier at Nottingham plant as the start-up of the project. I was transferred to another project and the project was continued by other personnel.

Transferred to Bammel Plant to install a complete by-pass system to allow for the reconstruction of the deteriorated existing Wastewater plant. Successfully istalled the entire by-pass system and performed 90 percent of the demolition in preparation for the new construction. Decided to make a carreer move and applied with LEM Construction.

March 2011 to July 2012 - Self employed as Double G. Performing project management functions for some developers in the completion of projects. Recently supervised the water, sewer and storm drain improvements for La Terraza affordable housing project which included a 24” water main and water distribution system as well as storm drain and sewer collection system...

December 2005 to March 2011 – Returned to Ramos Industries and transferred to Reim Construction upon sale of Ramos Industries as Area Manager. During this time I have completed a Pump Station for Webb County, several street projects for the City of Laredo including the extension of Ejido Drive, Piedra China Drainage and street improvements, City of Laredo, Airport apron construction, San Ygnacio Texas street reconstruction and complete water system replacement. Zapata County water line placement and rural road concrete water crossings. I supervised and oversaw the reconstruction of the high tractor trailer traffic areas in the City of Laredo Unitec Industrial park

June 2004 to December 2005 – Self employed in sale of heavy equipment both in the states and to Mexico. I have been engaged in construction management and contract compliance consultant work.

Sept 2003 to June 2004 – Construction Superintendent for Ramos Industries. Supervised diverse construction projects in the Houston Area as well as the Rio Grande Valley such as drainage ditch excavation and slope paving, parking lots, water and sewer utility installation, storm drain pipe and box culverts, street concrete paving, asphalt paving.

2002- 2003

Double G - Performing consultant work for Contractors on a contract basis. Organize documentation for claims and interpretation of work sequences and tasks for ongoing project. Review plans and contract documents for compliance with project needs

2000-2002 Project Engineer/ Project Superintendent, Deavers Construction Company, L.P.

I was responsible for all task coordination and for the assurance of compliance with the contract documents, the scheduling of work, assignment of crews to the various tasks, the coordination with subcontractors and the requesting and ordering of materials. Performed the design and implementation of traffic control plans and the design of lifting plans for steel girder lifting and placement on bridges. Designed and executed the lifting of completed bridge spans for bearing seat adjustment and repair.

1996-2000 Water Distribution Superintendent, City of Laredo. Supervised the maintenance of the entire water distribution system of the City of Laredo. Scheduled all crews for maintenance work and construction projects. Prepared cost estimates for budgeting purposes. Prepared the annual budget for the Water Distribution Division.

1996-1994 General Superintendent, Pantoja Concrete Construction, Responsible for the coordination of all concrete work and procurement of materials. Coordinated all Subcontractor work and scheduled all phases of work.

1992-1994 Pipe Superintendent, J.E. Merit

I was responsible for all of the fabrication and erection of process pipelines and the flare stack assembly.
