OBECTIVE

Developer and Owner's Engineer Consultant for the planning of new central electric power generating plants.

TECHNICAL AND MANAGEMENT EXPERIENCE

Managed and performed engineering, design, equipment specification, analyses, regulatory compliance and operations modeling of gas-fired combined-cycle electric generating plants from 80 MWe to 960 Mwe utilizing General Electric and Westinghouse machines. I have directed mechanical staff and managed the work of electrical, structural and civil engineering teams.

*Engineer-of-Record and Project Engineer for a $980 million Aurora Generating Station in Aurora Illinois featuring four GE 7FA and 6 GE LM6000 simple cycle machines (Aurora). Engineering discipline Project Management. (S&L)

*Project Engineer and Technical Management on eight new combined cycle gas generating plants (Asheville, Eagle Valley, Los Esteros, Jack Unit 2, Bethlehem, Monterrey, Cubato, Channelview); three new coal fired generating plants (Turk, Southwest, Schahfer); and three new nuclear power plants (Columbia 2, Bailly, Kaiseraugst); and one nuclear plant decommissioning (SONGS).

*Experience designing boiler water demineralizers, all-volatile treatment (passivization, scavenging, and coating using amines), coal pile runoff treatment, water discharge neutralization, air quality monitoring, dispersion plume modeling for air and water discharges, and permit applications. Modified demineralizer capacities for plant expansion projects.

*Expertise in piping & equipment specification, code compliance to ASME, API and ANSI, hydraulic modeling utilizing Fanthom, Arrow, ProtoFlow and Gothic; heat transfer analyses, plant efficiency (Gate Cycle, Thermoflex, PEPSE), power cycle, heating and cooling, system modeling. Piping stress analyses using Caesar. Pump sizing, specification, failure diagnostics, materials selection. Programming capabilities in MS Word, Excel, and database applications.

*Built and managed a successful one-man consulting business addressing nuclear plant licensing, regulatory compliance and maintenance and plant design issues for Westinghouse and General Electric plants. Completed more than twelve projects over five years, including the successful defense of three plants during NRC Operational Performance Inspections.

*Developed a reserved engineer into an exceptional department manager, client manager and marketer at a small engineering consulting company. Today he has his own twenty-man structural analysis company in Wixom Michigan.

FIELD EXPERIENCE

*Calpine Corp, Los Esteros Critical Energy Facility Phase 2, San Jose, CA -> EPC Management (WorleyParsons) – As SITE ENGINEERING MANAGER, monitored EPC progress. Operating power plant owned by Calpine modified to add a steam turbine and 4 HRSGs with duct firing to four existing LM6000. Reviewed EPC contractor's engineering, procurement, construction, startup and documentation. Approved engineering and construction changes, contract variances, and answered Requests for Information from Contractor. Reporting of project progress to financing entities. Management of Consulting Engineers making Start-Up Curves, engineering approval of extra scope and costs. Coordination and interpretation of code and compliance issues with Resident California Building Official (CBO). Plant operated on purchased water. Designed plant water recycle system to use demineralizer backwash, and expanded demineralizer capability. (Aug 2012 – Aug 2013)

*I have also completed walkdowns to scope work at operating nuclear power plants, and performed on-site diagnostics of operating nuclear power plants, and engineered and designed field repairs for operational problems and revised maintenance procedures.

SALES EXPERIENCE

*At Sargent & Lundy in Chicago, I marketed services to the Wisconsin Electric Power - Point Beach Nuclear Power Plant in Manitowoc, Wisconsin. Calling on the station once per week, I sold four projects with a total value of $750,000 in seven months.

*As the owner and Chief Engineer of Mentink and Associates, I made calls to the Commonwealth Edison Nuclear Stations and central engineering to identify and market work for my one-man consulting company. I also performed the engineering and other activities to complete each project. Projects were one to three months duration. Over the course of five years, total billings were $750,000.

*As Principal Engineer at Stone & Webster in Chicago, I sold services in Nuclear Plant Life Extension to Commonwealth Edison. This work totaled $140,000 the second year. I proposed, scoped, and performed this work.

Baixada Santista Energia Cubatao Cogeneration Project, Sao Paulo, Brazil - >Management, engineering, design, Procurement and Construction support (S&L) – As Lead Senior Mechanical Project Engineer, certified mechanical drawings, designed mechanical systems, specified and procured mechanical equipment, directed mechanical engineering and design, supervised mechanical staff, reported progress to client weekly, and coordinated inter-discipline project work for a new 457 MWe and 400 metric tons/hr export steam generating station with two combined cycle GE MS7001FA gas turbine generators, Ansaldo heat recovery boilers, and a Mitsubishi steam turbine. Plant was scheduled to go on-line in August 2003. Project cancelled November 2001 when design and procurement was approximately one-half done. (Jul 2001 to Nov 2001)

Reliant Energy Aurora Project Generating Station – EPC Project Management, Design, Engineering, Procurement and Construction Support (S&L) – As Engineer-of-Record and Project Engineer, certified mechanical drawings, directed mechanical engineering and design, supervised mechanical staff, and coordinated inter-discipline project work for a new 960 MWe generating station with four simple cycle GE MS7001FA gas turbine generators and six simple cycle Stewart Stevenson LM6000 gas turbine generators. P, Equistar Cogeneration Facility – EPC >Project Management, engineering, Procurement, and Construction (S&L) – As Senior Mechanical Engineer, specified and procured equipment for a new combined cycle power plant with 4 – 170 MW combustion turbines and exporting 400 K lb/hr low pressure steam and 1,400 K lb/hr high pressure steam. American Electric Power Company, D. C. Cook Nuclear Plant – Services (S&L) >Emergency Core Cooling System Modification – As Senior Mechanical Project Engineer at Sargent & Lundy, assisted Cook Nuclear Plant management at their offices in Buchanan, Michigan. In this capacity, designed and managed a modification to the Emergency Core Cooling System controls and piping. >Environmental Impact of HELB Outside Containment – As Mechanical Project Engineer and project lead, managed project to analyze high energy line breaks outside containment to address regulatory requirements. Planned and estimated project utilizing technical experts in computer simulation, structural, electrical, and mechanical engineering, and sub-compartment analysis. Made presentations to client showing benefits of completing analysis, finalized contract agreement, tracked client requests against authorized scope to assure ability to complete work within budget, explained technical significance of findings to client utilizing input from technical experts, recommended remedial actions, issued final report documenting work effort. >Feasibility Study to Reclassify CCW Piping as Closed Loop Inside Containment – As Mechanical Project Engineer, managed project to reclassify piping to address containment isolation regulatory requirements, proposed project to client, finalized contract agreement, tracked extras, successfully completed project on-time and under budget. (Nov 1997 to Jun 1998)

>Review of Point Beach Engineering Calculations – As Mechanical Project Engineer, led review team to review calculations for administrative and regulatory compliance. Team analyzed significance of findings, quantified risk, recommended remedial actions.

Public Service Electric and Gas Company, Salem Nuclear Generating Station –> Inservice Testing Group Staff – Managed technical experts classifying valves and entering data. Planned implementation method, identified necessary regulatory submittal documents, designed work processes, and set up database of valve and pump testing requirements. Wrote database subroutines that published an Inservice Testing Program Update, IST Basis Document, Licensing Submittal, and IST Program Maintenance Database from the database. This document was used for the ten year interval update to the NRC. (Sep 1995 to May 1996)

Sales calls to engineering managers at Commonwealth Edison nuclear power plants. Commonwealth Edison Company, Braidwood, Byron, Zion, LaSalle, Quad Cities, and Dresden Nuclear Plants – Services (Mentink & Associates) >RPV thermal cycle measurement and monitoring. As an engineering consultant, performed a work process model of data collection on reactor pressure vessels at twelve operating nuclear units. A revised work process for data collection was developed and implemented that increased record accuracy and reduced manpower requirements. (Phase 1: Jul 1991 to Jan 1992: Phase 2: Jul 1992 to Dec 1992) >Equipment maintenance work process modeling. As a management consultant, modeled the work processes used for addressing Recurring Equipment Problems. Recommended structural changes to make the process workable, efficient, and compliant with regulatory guidelines. Analyzed processes at industry leaders, Northern States Power Company's Monticello Station and Florida Power and Light's St. Lucie Station. Published a report to management containing a detailed analysis of the process at each station, benchmarked processes against industry leaders, provided work process flow diagrams for the processes analyzed at each station, and diagrams for recommended changes. Illinois Power Company, Clinton Power Station – Services (Mentink & Associates) >RPV thermal cycle measurement and monitoring. As an engineering consultant, performed a work process model of data collection on reactor pressure vessels at twelve operating nuclear units. A revised work process for data collection was developed and implemented that increased record accuracy and reduced manpower requirements. (Phases 1 and 2: Jan 1992 – Feb 1992)

Commonwealth Edison Company, LaSalle County Station – Services (Mentink & Associates) >Feedwater Heater Drain Study – As an engineering consultant, completed a study to identify the root cause of valve damage and operating problems on the heater drain (cascaded) system. Valve sizes were checked using the ISA Standard S75.01 method, and reviewed for capacity to support operation at various loads. Control components were reviewed, field verified, and observed during operation. Control instability was observed, the cause of the instability identified, and minor control modifications recommended that eliminated the problem. Cases of inadequate valve capacity were identified, and remedial actions recommended. Provided a report comparing equipment and system capacity compared to industry codes and standards, compiled and analyzed component failure history, analyzed control system performance, and made specific recommendations. (Feb 1992 to Jul 1992)

Commonwealth Edison Company, Dresden Station – Services (Mentink & Associates) >Nuclear Regulatory Commission Service Water System Operational Performance Inspection Preparations and Response Management – As a consultant, planned and managed preparations for a Service Water System Operational Performance Inspection by the Nuclear Regulatory Commission. Managed and directed a task force of fourteen people representing the various station operating, maintenance, and engineering groups. Work tasks necessary to demonstrate regulatory compliance were identified, tasks that required completion were assigned to station personnel and monitored through completion. Although the plant was on the NRC "Watch" list, there were no compliance findings. (Dec 1992 to May 1993)

Completed and published a successful pilot system notebook at Byron Station. System notebooks were subsequently implemented at all twelve of the utility's nuclear units using this initial model. Consumers Power Company, Palisades Nuclear Plant – Services (Contract with Nutech) >Operating plant equipment performance testing (IST) program – As a consultant, planned and managed the performance of data collection and analytical work to prepare a basis document specifying the valves and pumps that need to be included in the Inservice Testing Program Ten-Year Update for submittal to the NRC. Developed a new method of performing the work using a local area network and a database application to reduce the number of project working documents and to eliminate inter-document data transfer errors. Developed marketing plans, made sales calls to engineering managers ant Commonwealth Edison nuclear power plants. Identified project work scopes, submitted work proposals, closed on work, performed engineering projects requiring analysis and design, published reports communicating findings. Developed a reliable and self-sustaining practice area over the course of two years focusing on Nuclear Plant Life Extension, with second year billings of $140,000. Practice ended when company decided to close Chicago
