● Chaired the Committee on Government Operations in the 24th Legislature of the Virgin Islands and provided territorial oversight of the budgets and operation of most government agencies, departments, and semi-autonomous agencies.

● Chaired the Committee on Housing, Parks, and Recreation in the 25th Legislature and worked closely with U. S. Department of Housing and Urban Development (HUD) to author the Home Ownership Act of 2004 which provided the legal framework to build 2, 500 homes over a five-year period. Successfully negotiated with HUD to provide infrastructure funding.
