I was responsible for the security operations for 65 federal sites in the States of Oregon and Washington. I was responsibility for scheduling, licensing, training, payroll, monitoring certifications and quality assurance. I managed a staff of 5 supervisors and 125 total employees. We worked hand-in-hand with the client “Federal Protective Service” at the local, regional and national levels. There were two companies involved in this 8A service contract. This contract has been in place for 30+ years and rated “Satisfactory” every year until I arrived in 2012. The federal government issues a yearly report called a CPARS (Contract Performance and Annual Review System). The overall ratings possible are Excellent, Very Good, Good, Satisfactory, Marginal or Unsatisfactory. 99.3% of all FPS Contracts in the United States are rated Satisfactory. The last four rating cycles for the Oregon/Washington contract were rated “Very Good”.

I was responsible for 200+ employees, 12 supervisors, and numerous sites in three jurisdictions to include the States of Maryland, Virginia and The District of Columbia. The clients included the following:

Headquarters, Department of Education, Headquarters Food & Drug Administration, United States Department of Agriculture, FBI, VA Headquarters for Social Security, as well several individual Social Security Offices. This contract required direct contact almost daily to all clients. Our primary client was the Federal Protective Service (FPS). I was responsible for training, operations and invoicing which was approximately 1.2 million dollars monthly. Reviewed and analyzed objectives, adjusting methods and protocols to enhance efficiency which resulted in positive outcomes. The contract was rated under the federal CPARS system and the last three years were rated “Excellent” (First contract in the nation that ever received an “Excellent” rating from the Federal Protective Service “FPS”).

I coordinated all activities for the two largest security police squadrons in the Air Force. I was in charge of 600+ staff members on opening a new operational nuclear weapons storage complex. I had a lead time of 2 years, my staff and I had the facility fully functional in 19 months. I collaborated with leadership from base level to Secretary of the Air Force on matters related to security at multiple base operations.

I retired as an E-8 Senior Master Sergeant, (Honorable Discharge) with 4 Meritorious Service Medals, 2 Air Force Commendation Medals and 2 Air Force Achievement Medals in my 20 year career.
