Senior Advisor to the Executive Director, Office of Identity, Credential, and Access Management

(OICAM), Department of Veterans Affairs (DVA) – (08/2018-12/2018) – 50 hours per week As I transitioned into retirement I served as the Senior Advisor to the new Executive Director of Office of Identity, Credential, and Access Management (OICAM) and advised on a broad technical program for the development and implementation of people, processes, and technologies supporting on- boarding, proofing, suitability, fingerprinting, background investigations, adjudication, credentialing, logical and physical access control systems, and Continuous Diagnostics and Mitigation (CDM) in support of force protection and mission assurance for a 600,000+ workforce. This program aimed to strengthen compliance with Homeland Security Presidential Directive-12 (HSPD-12), Executive Order13467, the Federal Identity, Credential, and Access Management (FICAM) Roadmap, and support for Executive Order 12968 and 13587, the Office of Emergency Management and Resilience, and the Office of Security and Law Enforcement. Also served as liaison with DoD on ICAM related issues. Executive Director, Office of Identity, Credential, and Access Management (OICAM) Department of Veterans Affairs (DVA) – (05/2016-08/2018) – 50 hours per week As the Executive Director of Office of Personnel Security and Identity Management (OPSIM) I led a broad technical program in the development and implementation of people, processes, and technologies supporting on-boarding, proofing, suitability, fingerprinting, background investigations, adjudication, credentialing, logical and physical access control systems, and Continuous Diagnostics and Mitigation (CDM) in support of force protection and mission assurance for a 600,000+ workforce. The organization was funded using three sources: base budget authority, reimbursable budget authority, and franchise fund authority. I led a comprehensive restructuring of this organization aligning with the Office of Management and Budget memoranda M-17-22, Comprehensive Plan for Reforming the Federal Government and Reducing the Federal Civilian Workforce. This restructuring gave the office a new name, Office of ICAM, to align with FICAM and collapsed four divisions to two: Personnel Security and Credentialing and Access and Identity Management. I also imposed internal hiring freeze of reimbursable budget positions to begin a review of inherently governmental versus contracting positions, redistributing base budget authority positions, and realigning the franchise fund. The intent of these actions was to facilitate horizontal integration from both a functional and an organizational perspective, flatten layers of supervision, rewrite position descriptions to allow them to move freely across the organization, and begin cross- training personnel providing career paths for development. During this time I also led the following actions: Chair PIV SES Task Force for the reissuance of 330,000 PIV cards in 11 months, preparation of an executable migration plan to move Personal Identity Verification (PIV) card issuance to a shared service model, implemented a Centralized Adjudication Facility (CAF) capability in a distributed model supported by a Centralized Adjudication and Background Investigation System (CABS) using Software as a Service (SaaS), integration and provisioning of backend systems allowing for a congruous on-boarding, monitoring, and off-boarding capability for employees, affiliates, and contractors within the VA, defended the budget to support these programs nearing $70M per year, and facilitate a centralized Physical Access Control Systems (PACS) program allowing administrations and staff offices to execute over Rodney Jay Emery, CISA, CSIM, CISSP, PMP Page 3

$100M per year using an ICAM coordinated Inter-Agency Agreement (IAA) recognizing a 30% cost reduction.

Technology Strategies (TS) Director, Office of Information and Technology, Architecture, Strategy, and Design (ASD), Department of Veterans Affairs (DVA) – (04/2014-05/2016) – 40 hours per week

Served as Director of Technology Strategies and Governance, Enforcement, Assessment, and Compliance (GEAC), leading strategic VA efforts for the development of the strategy, guidance, implementation and governance for VA’s “to-be” technology environment through the:

• Enterprise Technology Strategic Plan (ETSP), defining the to-be enterprise technology vision.

• Enterprise Design Patterns, designed as reusable enterprise guidance documents encompassing standards, policies and capability frameworks enabling VA’s ability for standardized development, acquisition and/or implementation of IT systems and services.

• One-VA Technical Reference Model (TRM) which is one component within the overall EA providing coordinated and consolidated decisions from across OI&T and business lines on approved and unapproved technologies and standards within VA.

• GEAC activities assess technical integrity, ensure compliance, manage risks and ensure proper alignment of projects, programs, initiatives, and investments adhere to the VA Enterprise Technical Architecture (ETA) through oversight over the Architecture Engineering Review Board (AERB) Compliance Review, technical reviews of all project documentation and artifacts, support PMAS Milestone reviews and follow-up support to ensure compliance with VA’s IT strategic goals. Additionally, I served as an ASD representative on related groups (e.g. Planning, Programming, Budgeting and Execution (PPBE), Acquisition Program Management Framework (APMF), Project Management Accountability System (PMAS) Milestone Decisions (MSD), Ruthless Reduction Task Force (RRTF), etc.) providing technical and engineering analysis and recommendations in support of VA decision-making bodies. I also led the Department’s Enterprise Cloud Strategy, Digital Strategy, Open Data initiatives for OI&T, and provided input to open source policy development, and leadership for the data management team performing design, modeling, and scripting for data in the VBA Corporate Database.

Deputy Chief Enterprise Architect (EA), Department of Defense (DoD)/VA Interagency Program Office (IPO), Department of Veterans Affairs (DVA) – (09/2011-04/2014) – 40 hours per week Served as the Deputy Chief Enterprise Architect (EA) for the DoD/VA Interagency Program Office

(IPO) leading strategic electronic health record initiatives, a joint environment made up of ~50% DoD personnel and ~50% VA personnel. I served as lead VA representative for the DoD/VA IPO Technical Division Architecture Branch and led a diverse team of 20-30 full-time equivalent employees and contractors in all aspects of the development of enterprise architecture artifacts to inform and enable the organization, development, engineering, testing, and implementation of information technology systems, software, and policies supporting healthcare and benefits delivery for the Department of Veterans Affairs, the Department of Defense (DoD) Military Healthcare System (MHS), and other external partners/customers/beneficiaries. • Led activities, guided by Agile and Scrum methodologies to establish joint DoD and VA architecture artifacts and ensured IT EA strategies are aligned with business goals and support the planning, programming, budgeting, execution, risk management, engineering, testing, and implementation of EHR capabilities. As a result of these actions the DoD/VA IPO Technical Division produced the Enterprise Architecture Management Plan, the Strategic Architecture Roadmap, and architecture artifacts supporting iEHR increments and the Data Federation Accelerators aimed at achieving the highest level of data interoperability and data sharing supporting computable data in an open and standards based manner.

• Led development and coordination of enterprise architecture governance activities and processes which enabled the iEHR and VLER Health initiatives to mature as IPO priorities continue to adjust to meet the shifting priorities of the DoD and VA. As a result of my actions the DoD/VA IPO Technical Division enabled the Data Federation Accelerator initiatives to meet scheduled milestones from an architectural and engineering perspective.

• Represented the DoD/VA IPO Technical Division Architecture Branch in an advisory/consultant role with IPO Principles, Project Management Accountability System review committees, Integrated Project Teams (IPT), and the Health Architecture Review Board (HARB).

• Served as Acting Deputy Director, DoD/VA IPO Technical Division, as needed. Director of the Operations Support Service (OSS) and the Capital Region Data Center (CRDC), Department of Veterans Affairs (DVA) – (07/2004-09/2011) – 45 hours per week Served as the Director of the Operations Support Service (OSS) and the Capital Region Data Center

(CRDC) within the OIT Corporate Data Center Operations (CDCO). Led a diverse team of 20-30 full-time equivalent employees and contractors in all aspects of facility and data center management of a 41,000 sq. ft. GSA leased office facility containing a 5,000 square foot data center space in providing the organization, development, engineering, testing and implementation of information technology systems and affected operational policies for IT programs supporting the Department of Veterans Affairs, spanning VA headquarters, the three administrations, and multiple staff offices in support of service delivery and enterprise operations. Maintained responsibility for the planning, programming, and execution, including risk management, of the budget for this organization that ranged between $12 and $60 million. During the same timeframe I led the development of a construction OMB-300 budget exhibit, provided executive and congressional briefings, collaborated and coordinated within the OIT and the Office of Operations, Security, and Preparedness (OSP) stakeholders on requirements to build a 65,000 square foot office complex containing a 10,000 square foot tier III data center facility, the Capital Region Readiness Center

(CRRC). I led the primary team for completion of this $35 million bid/build project from 2005 through 2010 which resulted in on-time completion, on- budget completion, and enabling the Department to meet COG/COOP emergency preparedness mandates which included Integrated Operations Center (IOC), Network and Security Operations Center (NSOC) consolidation and incident response effectiveness and efficiencies, and federal mandates for the Federal Data Center Consolidation Initiative (FDCCI).

Office of Cyber and Information Security (OCIS) Program Management Office (PMO), Department of Veterans Affairs (DVA) – (10/2002-07/2004) – 50 hours per week Served as the Director of the OCIS Program Management Office within the OIT.
