I have been involved in corrections since 1982 and have watched the correctional field evolve over the
past three decades. My experience has taken me through just about every facet of corrections. I have
been a front-line officer, supervisor, investigator, probation/parole officer, correctional planner and
superintendent. I have been involved in the construction, startup and operation of local and regional
jails and jail systems. I have also been involved with the revision of the Board of Corrections Standards
for the operation and construction of jails in the Commonwealth and worked with the Senate Finance
and House Appropriations Committees in developing legislation.

Director of Programs and Community Service, 03/2017 to Current
Riverside Regional Jail – North Prince George, Virginia
Oversee the Community Corrections Program. Encourage employers to hire Work Release inmates,
Develop and implement programs to enable offenders the opportunity for self-improvement. Prepare
and monitor the division budget. Work with the management team to prepare grant applications.
Investigate inmate grievances and disciplinary appeals. Review disciplinary reports and make
recommendations for staff discipline. Currently serve on the Liaison Committee for the Board of
Corrections.
Superintendent, 10/2014 to 03/2017
RSW Regional Jail Authority – Front Royal, Virginia
Over saw the operation of a 375 bed DOC rated capacity, multi- jurisdictional jail.
Prepared and monitored a $14.8 million budget. Reported to the Jail Authority Board. Prepared and reviewed the policies and procedures for the operation of the jail. Developed programming for inmate self-improvement.
Local Facilities Unit Manager, 08/2005 to 10/2014
Virginia Department Of Corrections – Richmond, Virginia
Supervised the inspections of all the Commonwealth's local jails and regional jail facilities. Made
recommendations to the Board of Corrections. Reviewed the Community Based Corrections Plans for
the development of new jails and expansions of existing jails. I was responsible for managing the
committee for the development of Minimum Standards for then operations of jails and also was on the
Construction Standards Committee. Conducted audits on local and regional jail facilities and some
state prisons. Worked with the Senate Finance and House Appropriations Committees to write laws
regarding jails.
Probation Parole Officer, 01/1999 to 07/2005
New Hampshire Department Of Corrections – Laconia, New Hampshire
Supervised a case load of approximately 134 offenders of those I handled those on electronic
monitoring along with sex offenders and high risk individuals. Filed Court motions and probation/
Parole violations with the court. Conducted pre-sentence investigations. Served as prosecutor on parole
revocations. Was appointed as acting Chief my last 6 months working there.
Corporal of Investigations, 03/1996 to 01/1999
New Hampshire Department of Corrections – Concord, NEW HAMPSHIRE
During my tour of duty I was certified as a part -time police officer, I conducted both institutional and
criminal investigations. Testified in Court and Labor Board hearings. I was as the Security Threat
Groups (gangs) Coordinator.
Sergeant of The Lakes Region Facility, 12/1989 to 03/1996
New Hampshire Department Of Corrections – Laconia, Hew Hampshire
Supervised the Lakes Region Correction Facility which was a 300 bed facility that contained the Boot
Camp Program. Supervised employees and inmates, train new staff, supervised 200 inmates and 12
staff.
Correctional Planner, 12/1985 to 12/1989
West Virginia Regional Jail and Prison Authority – Charleston, West Virginia
Completed a comprehensive study of the conditions of confinement in C jails throughout the State of
West Virginia. Wrote detailed reports and compiled statistical data for yearly analysis of inmate
population data.

Worked as a Correctional Officer supervising maximum custody juvenile inmates. Trained new
