Sr. NETWORK ENGINEER/Sr. SYSTEM ANALYST:

As the Sr. Network Engineer for the City of Palo Alto,

responsibilities include:

. Technical Lead and responsible for all Police and Fire Department

Mobile Communication via the Verizon Wireless communication. Before

Verizon Palo Alto used Sprint Frame Relay T1 communication for many

years, a system setup by me and responsibility for its 24/7 support.

. Implemented ESO Solutions for City of Palo Alto Ambulance Network.

Responsible for installation and supporting Mobile communications

24/7.

. Responsible for implementing NetMotion VPN system for PD and FD

communication to CAD and other PD and FD applications for all Mobile

systems.

. City of Palo Alto is one of the Cities involved in a Tri-City EComm

Network project that uses Microwave Ring Communication which is

controlled by Silicon Valley Regional Interoperability Authority for

the sole purpose of connecting Palo Alto Police Department with other

two Cities (Mountain View & Santa Clara) for sharing SLETS/CJIC

information. As the Technical Lead on this project, my responsibility

was to connect Palo Alto via the SonicWall firewall to Cisco Routers

for EComm Network connectivity. EComm Network will replace the

existing T1 line connectivity to Santa Clara Sheriff's Office for

SLETS/CJIC information.

. Technical Lead responsible for MEOC (Mobile Emergency Operations

Center) system for PD. The MEOC is a mobile vehicle totally

responsible for supporting all aspects of PD in case of Dispatch going

down. The system uses both 4G Wi-Fi and Satellite communication via

the setup in Cisco Routers. Responsibility to support all upgrades and

changes to MEOC communications.

. Technical lead for VoIP installation for the new Avaya Telephone

system. City now uses LAN connectivity for the phone system via the

PoE HP switches. All sites configured and scripted using VLAN

configuration to avoid total network fallout. The total network

configuration was tested for QOS for voice quality and data integrity

over the same network. The project was one of a kind for the City of

Palo Alto and proved to be a great success.

. Technical lead for providing a solution and finding the best

Enterprise Networking Performance Monitoring Tool. Implemented

SolarWinds Networking Performance Monitoring Tool.

. Main Technical Lead for City's Fire and Police Department

Communication Systems. Maintain, support and implement mobile systems,

CAD Dispatch System and other SQL servers.

. Conversion of city-wide old infrastructure and technology to our

current new technology: implementation of single and multimode fiber,

layer three switches and routers, debugging and testing all aspects of

the new environment.

. Designing and programming the first automation system for the City's

library network. Implemented security procedures and provided

training to all the library staff.

. Evaluated and implemented the security system for the City of Palo

Alto internet system. Built the "state of the art" firewall cluster.

Test regularly, all aspects of security and present data to city

department managers.

. Designed and implemented the current upgraded internet system for the

City of Palo Alto. Install and build the system security and

directory structure. Program new dynamic HTML pages, coordinate city

department meetings to provide feedback on the City of Palo Alto web

pages, implement training schedules for new system.

. Implement ISDN or DSL connectivity to areas of the City that have no

fiber installation. Coordinate meetings with various vendors,

prioritize installation schedules. Configure and test ISDN and DSL

routers.

. Researched to provide recommendations on the best remote communication

system. Implemented secure VPN Network for City users. Train users

on the new remote system. Provide documentation with procedures for

user installation.

. Developed procedures for the technicians on failure recovery to City's

network structure. Implemented a network management system for

monitoring the City's environment.

. Designed and implemented City's IP sub-netting scheme. Provided

solutions for reducing sixty subnets to ten subnets which included

flowing schedules with no downtime when conversions are to occur.

. Implemented a service solution for all technicians for obtaining any

and all information on the Linux servers and network connectivity

through a browser system, involved PERL and HTML programming.

. Provided a cost-benefit analysis on implementation and upgrade of
