PROFESSIONAL EXPERIENCE

From January 2008 – April 2018: Corporate Fleet, Safety and Federal Compliance Manager, Responsibility for the Fleet, Safety and Federal Compliance for Otto Container Management. Fleet increased from 44 to 85 full time trucks and 22 lease/rental trucks. Total of 103 Vehicles. Reduced maintenance expense by 71% in the first 18 months. I had complete P&L responsibility for all vehicle expense. From purchasing vehicles, maintaining with PM’s and heavy repairs and all title, registration and insurance expense. Hired and managed venders, purchased parts and guided venders in repairs and troubleshooting repairs to save diagnostic time. Managed all vehicle and driver Federal and state requirements. Developed and implemented a training program for all employees for OSHA and DOT.

In 2011 I assumed the responsibilities for the operations for the six locations and 17 counties in Alabama when the company signed additional contracts. Managed all aspects of service including full P&L and Customer Service for 80+ employees and up to 500,000 customers. I also managed up to 12 traveling employees for schedules, travel schedules, hotel and equipment needs and expense control. These duties are in addition to the continued responsibilities for the Fleet, Safety and Federal Compliance Manager duties outlined above.

In 2013 I assumed the mid-Atlantic and North East regions for all contract and customer management. Improved customer service and productivity and reduced head-count by 75% in 10 months. Reduced overall operations expense by 72% and increased EBITDA by 15%. Responsible for all Mid-Atlantic and NE Operations. Continued management of traveling employees and all Fleet, safety and Compliance.

In August of 2014 developed an intercompany trucking department to internalize trucking expense. This program eliminated the local outside trucking and cut overall local trucking expense 72% within 90 days of roll-out.

Developed a training program in 2008 to ensure compliance with all government standards based on OSHA and DOT. Successfully negotiated (1) OSHA audit where they challenged if training was complete, it was dropped after training records were reviewed. Defended (2) OSHA complaints where training was again challenged, in both cases the training records were complete, and complaints were closed. From 2008 to 2012 I also managed the parent company Otto Environmental Systems.

March 2005 – May 2006 Republic Services Tampa, FL. Operations Manager for Hillsborough County and Pinellas County. Responsible for all operational issues with an annual budget of $45 million dollars. (There were no openings at Republic when I left Northern Virginia. A position came open in January 2005 I interviewed and was hired for).

November 2006 – January 2008 Project Manager and Estimator for Beuten Industries. Short- term goal was to grow company from bidding $25k to $50k projects, to $500k to million- dollar projects. Bid all work and managed all projects after signing. Within 6 months we signed (2) $500k + projects and are still bidding projects. Current projects are being managed ahead of schedule and under cost. I have also signed new vendors that have allowed us to increase our bottom line by 14% and made us more competitive overall.

December 2002 – January 2005 Southwest Contracting Inc. Tampa, FL. Project Manager for an Underground Utilities and Road Construction and Site Development Company. Managed a Hillsborough County Storm Water Emergency Repair Contract as well as all other projects. Also responsible for safety, compliance and environmental licensing for the construction company and for the 10 site mix concrete trucks that ran daily.

January 2001 to May 2002, Republic Services Virginia. Assistant General Manager over all lines of business with full P&L responsibility, also all maintenance of a 220- truck fleet with 550 + employees speaking 9 languages. Operation covered all of Northern Virginia, Southern Maryland and Washington D.C. with annual revenue in excess of $78 million dollars. While in this position, I contracted new disposal facility for the 28 truck Roll-Off cost center and took it from a negative $100k monthly to a positive $200k monthly in six months. Also internalized all capital purchasing and installation of compactor equipment which assisted in the growth of our permanent roll-off customers by 65% in the first 6 months. I had direct P&L responsibility for Operations (all lines of business), and Maintenance, also had full responsibility for a $25-million-dollar capital expenditure budget and all safety and environmental issues.

August 1999 – January 2001 Liberty Waste, Tampa FL. Manager of a newly- formed company; responsible for all operations in a four- county area with annual revenue in excess of $24 million dollars. The company was an investment and was built to be sold short term.

May 1985 – April 1999 Waste Management of Florida, held positions of increasing responsibility with my final position as General Manager / VP for a hauling company covering (5) counties with 250 employees and annual revenue in excess of $150 million dollars. Direct management of (2) counties. Also held the position of Safety and Environmental Manager for the West Coast of Florida (Tampa market Area – 5 operating sites) from 1989 to 1994, responsible for all Safety, Training and Environmental issues including Special Waste training and hauling. I also became certified in traffic homicide investigation and became a third party CDL tester for Florida during this period.

August 1981 to May 1985: Started in United States Army as a Military Police Officer, In May 1983 became certified as a Civilian Police Officer and worked in civilian Law Enforcement until 1985.

ACCOMPLISHMENTS

Designed and implemented a safety and health program that contributed to a 70% decrease in accident/injuries and third- party liability claims. This program was then implemented in several major market areas across the nation.* Coached the operations team at WMI to a 55% increase in profit margins while managing over one million monthly services. Ranked #1 in the nation by an independent research firm in April 1999 for outstanding customer service. *Internalized purchasing at Republic Services Virginia. Utilized” Power Purchasing” at Southwest and at Beuten Ind., as well as putting work and supplies out to competitive bidding which drove cost down by as much as 27% and increasing bottom line numbers by 14%.

QUALIFICATIONS and EDUCATION

•Trained in municipal law enforcement (620 HRS under Federal Act 120) after completing High School and Military Training in the US Army. 1981-1985 •Business Administration courses in 1989-1992, Earned my Advanced Safety and Health Training Certification from the National Safety Council in Atlanta in 1992 (160 Hours). Environmental Safety and Health training and special waste training and certification as a Special Waste and Hazardous Waste Disposal approval agent in 1992. 1991 Claims Management Training – CNA Insurance, Trained as a Traffic Homicide Investigator by the Florida Highway Patrol 1991-1992 •Received advance traffic homicide training and certification from the Florida Highway Patrol in 1992 (475 HRS). Updated traffic Homicide and photo skills, University of North Florida, Dec 2014 (240 HRS ) •Commercial Driver’s License Examiner for the State of Florida, 1991 •OSHA emergency training and trained as a certified “Trainer” for OSHA, 1993 Update 2007, 2014 •Dale Carnegie and various public- speaking training courses including Media Training, 1993-1998 •Various computer training in Microsoft Office 95, 97, 2000, 2007, 2010 and 2014.
