Six Sigma Program/Project Manager (PM)/ Technical Lead

Served as PM for the $30M-$50M (per annum) Lean Six Sigma Community of Practice (LSS CoP) offering. Responsible for 9 direct and 55 indirect reports. Responsible for the on-boarding and transition of more than 20 staff throughout the lifecycle of the projects, as resources were being shared. Managed more than 25 concurrent tasks utilizing MS Project and a full spectrum of project lifecycle techniques. Responsible for ensuring timely Executive-level, client communication and stakeholder engagement. Performed 360-degree peer reviews and wrote numerous employee assessments. Acted as liaison to Senior Director of Marketing and Branding and to the Booz Allen Legal Department. Responsible for managing vendor accounts (software providers) and sub-contracts. In charge of advertising campaign to make capability competitive with the top 10 LSS organizations in the world. Additionally I was required to:

1. Determine the frequency and content of status reports, analyze results, and mitigate risks; proactively manage potential scope creep, identify potential crises, and devise risk mitigation plans.

Lean Expert

Worked with group of Booz Allen Lean Experts to help design and deploy a proposed Lean Enterprise Transformation for the Oregon DHS winning analytic proposal, totaling ~$3.5 million in revenue.

Performed a full suite of Lean Assessment, Value Stream Mapping, and Kaizen Event exercises for the AWSS (IRS) Fair Act program. This approach, combined with a developed Excel tool and sequence of developed logical algorithms reduced the required staff working the program from over 50 down to 4, and total hours worked from over 1,000 to about 50. NOTE: AWSS was another ~$1.5 million in revenue from a proposal where I was the proposal manager.

Developed, Lean Users Toolkit Excel Tool for Booz Allen practitioners.

Fraud Detection and Optimization Modeling

Headed up the Atlanta division of the Enterprise Analytics Center of Performance (EA-COP) and has aligned resources with a $3M (Risk-Based Scoring and Selection, RBSS) task.

Developed Behavior Modeling through Pattern Recognition (BMPR) Capability out of the Atlanta HUB. The BMPR Capability applies simulated modeling, sensitivity analysis, analysis of multivariate data, and pattern recognition techniques to clients analytical demands. The emerging capability was composed of five elements, each managed by independent teams capability now integrated with EA-COP.

Worked with multiple Partners and Principals to develop a new Booz Allen Offering/ Capability in Promotional Response Modeling for pharmaceutical companies. The statistical methodology was written by Dr. Chiru-Danzer, and it may be applied to any Promotional Marketing scheme.

Developed Cubic Regression model in SPSS and optimization tool in Excel for AUR (Automated Under Reporter) Workload Planning Tool and Inventory Management Tools, which helped the enterprise, identify the 3 million cases that yielded approximately $700M. The effort resulted in securing an additional $1.5M contract.

Business Analysis and Dashboards

Developed Excel-based Tool and Dashboard for Exam Headquarters to formalize and automate the current five-month long Exam Planning (EP) Process. Exam Plan Tool was used to distribute the FY 2003 federal fiscal allocation among all five of the W&I Service Centers. Some of the highlights of the tool consist of:

1. Exam Plan Completion efficiency increased by 5000% and actualized two-year savings was $3M (TAA);

2. Projected Corporate closures were within 0.02% of the actual volumes, and

3. Projected Taxpayer filing patterns were within 1% of the actual values.

Experience with Design of Experiments (DOE), Sampling, Decision tree techniques, Principal component analysis, Bayesian Analysis, and a variety of other inferential statistics.

Performed business analysis translating client requirements into interactive mock-ups and process maps in Visio and iGrafx.

Utilized Cluster Analysis in SPSS and other analytical techniques, such as Discriminant Function (DF) that identified egregious Amended returns and made recommendations to Scoring and Selection criteria that yielded $48M in protected revenue.

Call-Center and Workload Planning Models

Facilitated Call-Center models that projected the volume of inbound call volumes, which resulted in a redesign of the IRS/Exam Phone Units. New system facilitated an increase of ~40% in the volume of corporately handled Toll Free calls. Call Projections were within 3% of actual volumes, for a period of two years (without modifications to the original model, TAA.

Designed Excel-based Inventory Management (IM) Tool for IRS/W&I/Exam to help Service Centers decrease over-aged inventory and case cycle times, increase closed cases, net assessments and Cold-Call Levels-Of-Service (TAA).

Previous Tools were developed in a user-friendly, dynamic Excel environment that was integrated with the IRS current infrastructure and existing systems. The modeling approach consisted of Multi-Linear Regression and Artificial Neural Network predictive models to estimate total volume and receipt pattern (seasonality) of Inbound Toll-Free Calls (TAA).

Risk-Based Scoring Analysis and Modeling

Developed a deterministic complexity model to consolidate tax-assistance centers across the US. The model was utilized by the IRS to meet the Presidents $55M budget cut in FY 05. The model was developed in a record time of 3 weeks, which was referred to as a minor miracle by the Deputy Commissioner of the IRS, and the U.S. Taxpayer Advocate. Story made the front page of the Yahoo News on Friday, May 27, 2005.

Worked with Fair Isaac and MITRE to validate the Earned Income Tax model for the IRS.

Designed a Pseudo-Risk-Based Scoring Algorithm for the IRS, enterprise-wide scoring mechanism Dependent Database. The new selection criteria yielded an average yearly savings of approximately $50M for Wage and Investment.
