Founding Executive Director of a not-for-profit organization with the board of directors consisting of the 21 hospital administrators in the Texas Panhandle Region. This organization was developed based on the need to provide community-based health services to children and women as primary targeted groups. Developed familiarity and close working relationship with providers in each rural hospital district. Researched outreach services and practices of member hospitals, identified needs and programs to meet those needs. Developed, implemented and evaluated delivery of services for local communities. Facilitated interagency coordination of services and community support for program objectives through special events in communities, and by participating in and providing in-service staff training and other programs to enhance client accessibility and utilization of services. Worked closely with school districts, local government officials, TDH, and other community leaders to raise awareness and increase participation in THSteps, CHIP, and other health services. Directed program assessments to monitor progress toward reaching goals and achieving objectives of programs. Provided direct supervision of the directors of each of the Coaltion's programs, of Coalition's regional services, financial operations, program evaluation, and human resources. Planned and administered annual budgets of up to $5 million. Responsible signature for contracts with the Texas Department of State Health Services. Developed and executed subcontracts with local providers, with dollar allocations based on data projecting the number of individual needs. In response to the Frew class action law suit to create outreach for THSteps, developed the "2Care for Kids" local program which the communities identified as the central point of contact for information on local children's health services. This program received additional funding from TDH for a media campaign which won an "Addy Award." Based on financial incentives the "Baby's Coming Shop" in conjunction with the March of Dimes was developed for pregnant women and newborns. The "Care Van" was developed and funded with the Texas Children's Health Foundation to provide immunizations and information about local community health services. During the football season the "Care Van" appeared in local communities and handed out information on health services provided by the Coalition of Health Services which was focused in the local providers. Small footballs were thrown out with the local football team logo and the Coalition's 1-800 number. The Coalition's provider members transformed the former TDH (DSHS) clinics (Title V funding) into community based clinics. Services expanded to provide medical homes for women and children. The Coalition also provided services for Children with Special Health Care Needs through Uniting Parents. Formulated and administered agency's policy and procedures manual and performance descriptions. Administered daily operations of the Coalition, based on knowledge of, and in compliance with, established principles of public health and federal and state laws affecting public health policy. Oversaw a staff of 42 employees.
