Site Project Manager: While under contract to ALLCOM Global Services, I directed the
construction and integration activities of electrical, mechanical, fire suppression, and
telecommunications subcontractors in the daily activities associated with federal and
private fiber optic, wireless, and data center design/build projects at the Bannister Federal
Complex and Fort Leavenworth, Kansas. I supported the design efforts of staff engineers
with on-site data collection, cost control and reporting, scheduling, and product
integration while also managing the construction efforts and safety practices of cross-
functional trades and the administration of the change management process.

POWER Engineers, Inc. - Lakewood, Colorado 2005 - 2008
Project Manager: Supervised the installation of 72 miles OSP fiber for AT&T upgrade,
to include project scheduling, managing cross-functional teams, OSHA safety
compliance, supplier/vendor management, project budgets, and final inspection. Prepare
forecasts, track progress, and supervise fourteen direct report and subcontract
construction staff.
Supervised the permitting, budgets, construction, and integration of new microwave radio
sites for the City of Aurora Water Department. Provided technical design assistance to
the project team, consultants, subcontractors, and vendors. Administered the OSHA
Safety program, the QC program, project schedules, contracts, and the Change Order
process. Supervised three direct-report staff and twelve tier-1 and tier-2 subcontractors.
Developed and supervised the execution of contracts between employer and client, all
subcontractors, and vendors. FM200 fire suppression system, UPS/PDU and HVAC
product integration; alarm panel connections and testing.
Directed all phases of radio site construction, HVAC and AC power design, RF path
alignments, and final system commissioning for the Upcountry Microwave Upgrade
Project – East Bay Municipal Utility District. Perform site safety inspections, managed
the Change Order process, prepared Safety Plans, Work Plans, managed the selection,
hiring, and termination of subcontractors and suppliers; prepare work forecasts, monthly
narratives, project Gantt, WBS, and Resource Tracking. Developed, prepared and
delivered Client Training. Supervised tower erection, and managed the contract
agreements with multiple subcontractors and suppliers. Design and install Motorola
public safety radio system, to include IP-CCTV cameras. Managed the construction for
site grading, self-supporting tower and monopole erection, AC power installation, Alcatel
radio installations, and antenna alignment.
Coordinated the permitting and construction of fiber optic infrastructure along the
Interstate 70 Right-of-Way for the construction of 100+ miles of fiber optic backbone and
laterals for the integration of the Video Network Education System (VNETS) for rural
Colorado K-12 school facilities (Trillion, Inc. project). Prepared record drawings (“as-
builts”), coordinated and directed the efforts of subcontractors and suppliers for purchase
and installation of materials and electronic products.
Supervised the subcontractor activities for substation expansion and final punch-list tasks
at the Tri-State Generation and Transmission Association in Clapham, NM. This project
provided engineering and design, procurement, equipment purchasing, and construction
for the turnkey addition of an SVC including harmonic filter/shunt capacitor banks at
Clapham Substation, a -25/+22 MVA 115 kV station.
Assigned as construction Inspector for Intelligent Traffic System CCTV and fiber optic
highway deployment for the City of Mesa, AZ.
AXIS Networks - Westminster, Colorado 2005 - 2005
Business Development Manager: Responsible for the marketing and direct sales of cable
and networking services; supervise the strategic planning and business analysis for client
IT architectures and systems. Prepare RFP solicitations and responses, and conduct

Supervised the site grading and tower foundation construction for new Cingular Wireless

voice/data multiplexing products to MILSPEC standards; used digital spectrum
analyzers, oscilloscopes, power meters, and related test equipment in the System Test
process prior to product shipment to customers. Installed radio transceivers, power
amplifiers, PCM/TDM hardware, multiplexers, alarm modules, and microwave antenna
products.
Developed automated test procedures using the HP-IB (Hewlett Packard Interface Bus)
program code to increase our bench testing productivity. The results of this effort
enabled our unit to simultaneously connect and test multiple radio/mux assemblies and
increased our team productivity by 50% per month.
US Army - Asia, Europe, and United States 1969 - 1980
Staff Sergeant: Supervised technical staff providing voice and data communications in
support of global military operations. Developed and trained subordinate personnel in
technical and security operations.
Supervised the mobilization, installation, and operation of fixed and mobile microwave
communications facilities in support of numerous overseas and domestic training
exercises. Performed RF radio path propagation design, path analyses, and frequency
management of line-of-sight (LOS) and tropospheric scatter microwave radio systems.
Led a team of foreign radio engineers on a classified technical upgrade project at multiple
radio sites in Germany.
Supervised radio site operations, work scheduling, and supply chain logistics within
foreign and domestic operations. Prepared and directed the physical site Security Plan in
a combat environment. Led the radio maintenance group at a depot-level repair facility
in support of NATO operations in the European theatre.
