Construction Safety Manager for the site and a new construction site.
Knowledgeable in the latest safety organization and operations. Lead a
maintenance force of 130 people in eight different plants and lead a 100
person construction force building a new plant on this site. Due to economy
the construction activities were stopped.
August 2007 to May 2008. Bill Scruggs Consulting, Inc. Provided safety
services to clients that are in the my area as needed and provided direct
safety, training, and other services as may be required
July 2003 to June 2007: Charlotte Paint Company and Protec Finishes, a
painting contractor located in Mount Holly, NC, with approximately 200
employees / Safety Director and Human Resources. Recruited and hired
painters as needed. Also developed personnel and safety policies and
administered company policies and audited work site locations. Reviewed loss
control procedures and negotiated settlements of claims for damage to
property resulting from painting work. Advised and consulted with
subcontractors and arranged for contract workforce to supplement company
workforce. Investigated and reviewed vehicle accidents and arranged for
repair of company vehicles.
October 2001 to July 2003 Senior Safety Manager, Fluor Corporation assigned
to various projects in North Carolina, South Carolina, Mississippi, and
Rhode Island. Most recent assignment the construction of a pharmaceutical
plant in Rhode Island. 1000+ Union construction tradesman. As the Senior
Safety Manager I supervised and managed a safety team of eight safety
professionals. I represented my employer at Union meetings and worked
closely with Business Agents and Stewards in the construction of this
project. A full services safety program was developed including Emergency
Medical Services and Injury Management Services.
June, 1998 to October, 2001 Bill Scruggs Consulting, Inc. Gaffney, South
Carolina. President of a full service safety consulting company. Offering
services in development of safety programs, inspections of work areas,
personnel development, and recruitment. Bill Scruggs Consulting, Inc.
provided services to a varied clientele; the client base is industrial,
commercial, government, manufacturing, construction, and fabrication
clients. The services rendered include training, development of safety
programs and recruitment of personnel. Specializing in Confined Space
Programs and Respiratory Protection Programs. I also taught for several
Technical Schools and Colleges as Instructor or as a Consultant. Provided
quantitative respiratory fit testing for industrial and fire departments.

Sanders Bros., Inc. is a multiple faceted company with approximately 800
employees. A third of the company is involved with steel fabrication, a
third with contract plant maintenance services, and the remaining third with
new construction and equipment and plant relocation.
Duties: I developed a formal safety program that brought about a great
improvement in the safety record. I was responsible for the administration
of the accident prevention, accident investigation, fire prevention and
protection, environmental, and emergency medical services programs. I
assisted the Human Resources Department in recruitment, assigned workers to
field assignments, and conducted orientations. I also created all craft
training programs as Training Director.
I worked closely with area Technical Schools to develop training programs
that would further develop our workforce. I arranged for instructors and
classroom space. Recruited workers to attend these classes and managed the
budgets for this training.

Duties: As a manager in this major construction company I was responsible
for the operation of the division assigned and the development of corporate
wide safety programs. I was assigned to represent the corporation on safety,
health, and environmental issues. I was the primary fatality investigator
and OSHA inspection team leader. I reported to the Safety Director and the
President of the Division assigned. I regularly reported to and advised the
President of the Corporation in safety, health, and environmental matters.

Lineman and Field Engineer
Duties: I was assigned to the construction of transmission lines and
distribution systems, throughout the entire power system. I surveyed power
lines and laid out towers. I erected steel transmission towers.
Note: During my service to Duke Power Company I was drafted into the United
States Army
April, 1968 to December, 1969 United States Army, Personnel Management
Specialist.
Duties: 256 Personnel Service Company, Assignment Specialist I assigned
officers and enlisted ranks to field assignments and handled personnel
matters. I conducted orientations to Thailand for officers and enlisted men.
Reassigned personnel to other military locations, and arranged
transportation in country and out of country for military personnel. Served
as Personnel Management liaison to Court Martial proceeding.
