Personal move toward West Coast in support of a family matter provided the opportunity to work with

ITT Corporation. Some accomplishments thus far include:

Successful negotiation of a multimillion dollar contract award that was originally scheduled for

1M by revising the proposal. I developed and provided a cost savings strategy to US Navy that

guided acquisition direction.

Resurrection of a failing development subcontract and was instrumental facilitating the proposal

effort which led to a Cost Reimbursable award. I provided contract direction in a brand new line

of business for an intercompany proposal team effort that has not yet been decided. This

anticipated award will have substantial impact for local business unit

Identified and led an Intellectual Property discussion which allowed the company to ethically

and legally circumvent Prime Vendor relationship and have direct dialogue with Government

Sponsor, thus providing a venue for interactive exchange and ensuring heightened visibility and

consideration for contract performance issues.

Successful negotiation of a de obligation arrangement vice a termination for default at a 87% cost

savings.

Ongoing Intellectual Property, Proprietary Rights and Disclosure consultation to the Program

Naval Weapons Systems and Ordnance Contracts 2007-2009

In the course of the first six months of employ at GDATP, I managed all of the Naval Weapons Contracts,

including International Commercial as well as Foreign Military Sales Contracts and was able to clean up

all outstanding contract deliverables and begin to bid new and next generation contracts. I then accepted

the Ordnance Contract Agreements to manage. I was asked to accept this business area because I proved

my potential to capitalize on an existing business base. My entire contract responsibility equaled over

150M worth of business spanning over 50 agreements. The importance of this position was heightened

considering the business's adoption of the Integrated Program Team approach to Contract Management. I

was an Integrated member of over Five Integrated Program Teams, managing, design, development, low

rate and full rate production contracts as well as all of the Ordnance Program Teams. I was a Member of

the GDATP Leadership Team. I participated in the Strategic Planning Sessions and was successful in

obtaining all of my goals for the team in terms of contractual awards. I was the signature authority and

contract manager for a Joint Venture authority For GDATP. In addition, I was responsible for

administering all International Business Arrangements, inclusive of securing all relevant licenses,

agreements, etc. in conjunction with the Export Control Officer, compliance to US State Department,

Export Administration Regulation and International Traffic in Arms Regulations were within my scope.

There were no violations within my business base during my employ. I was responsible for maintaining

all reportable Returns on Investment, return on costs and Return on Sales for my department. I

maintained the monthly Sarbanes-Oxley compliance reports for my department. For two years, my

business area never suffered a loss of revenue. One of the highlights of this position was the successful

negotiation of two very important Intercompany Agreements for my business area. These were very

noteworthy accomplishments as the relationship between these sectors was distressed prior to the

agreements. As a result of the agreements, the corporation as a whole was afforded cost and schedule

efficiencies. I developed very innovative long term contract strategies for my business base. As an expert

in Naval acquisition strategy, I merged my knowledge of Government strategy with an industry plan to

compliment. The result was a return on investment of almost 13%.. GDATP was successful in every

situation with a resultant award. I implemented a contract risk evaluation process prior to the bid/no bid

decision which provided the Business Team with valuable information. I worked with the Defense

Contract Management and Defense Contract Audit Agencies for all audits. These teams were collocated

in our building and we shared a very trustworthy relationship. We had access to their services on a

priority basis at all times. I wrote an Unsolicited Proposal which led to United States Navy Process

Implementation. In one instance, I successfully guided negotiations of potential shared risk arrangement

with major shipbuilding industry lead with potential of over 200M.

I was invited to join JB&A because of two main factors: My military history and my ability and

understanding to gain and maintain my Security clearance. My experience with JB&A was invaluable to

my portfolio in that I gained in depth training with regard to Small Businesses and the Government's

goals. JB&A was a Small Veteran Owned, Disabled- Veteran, Owned Business. During the two years at

JB&A I facilitated growth from Small to Large Business. I managed all of the Commercial contracts and

Department of Defense contracts. The emphasis was on business growth. Upon hire, there were 100

employees and a revenue base of 28 Million Dollars. When I left, there were almost 300 employees with

a revenue base of over 100 Million Dollars. In addition, I established the organizational structure for the

Contracting Department. I designed and developed all Contract Department Processes and document

templates. I wrote and negotiated terms and conditions for over 63 contractual agreements. I worked

extensively with the United States Chamber of Commerce to further Small Business Initiatives in

contracting. I was the Small Business Liaison Officer for JB&A, Inc. as well as the Subcontracting

Manager for over 20 subcontractors. The nature of the work necessitated complex agreements of

Contractor personnel traveling under secure arrangements during war time. I negotiated all terms and

administered all agreements.

JLG just acquired a small business and were actively in need of someone to assist with the novation and

then establish the Military Contracts Department. Managed several multi-million dollar FFP and T&M

contracts. I co-wrote the Military Business Strategic Business Plan (5 years) with Tactical and Strategic

Goals and Objectives. One of the objectives was to assist in a Merger and Acquisition which took place

shortly after I left JLG Industries. I worked extensively developing Foreign Sales both through FMS and

Ministry of Defense. We received three additional contracts as a result of my Foreign Business

initiatives. I developed Company Military Contract Training Plan which incorporated Lean

Manufacturing training. I acted as the Export Compliance Officer in accordance with the company's

empowered official. The contract department at JLG grew from one to 20 persons during my employ.

JLG now enjoys over 1 billion dollars in revenue that I was associated.

I worked as USN on site contractor for Ordnance Logistics Supply Command under the tasking of Dr.

Lambros Tzerefos then the Program Director for the Naval Ordnance Logistics Command and now

Knowledge Integration Officer of the USN Tasked to develop a Financial Management System that

allowed USG to gain integrated visibility into contract management. I was integrated into the USNaval

civilian spaces and functions. I was afforded Government Contract Management training - DAWIA Level

II equivalent. I worked in tandem with Naval Program Acquisition Director, and Contracts Officer

Representative, Financial Comptrollers and Contracting Officers. Provided Contract Management

support for KIO. My job functions included: Providing Budget analysis for KIO, Provided KIO

Contract Cost Analyses and verification of all costs. I provided financial tracking for KIO, Development

of complex Access Database queries and ad hoc reporting, Rolling out contractor version of Government

Labor Collection System, Tracking and coordinating all funding requirements for Programs, Accounting,

Contracts, and OPTAR and verified with STARs-FL system. I monitored all the funding compliance

issues on the Economic Slide Contracts. Because my presence was successful in this setting, the

Government outsourced more duties that previously were thought of to be inherently Governmental to
