• Played a key role as the Senior Engineer in charge of the Firewheel Town Center, which is a 1 million+ square

foot regional mall with an open air, old downtown main street theme including two department stores, seven

junior anchors and a 20-screen theatre, which led to the client executing contracts for 3 other regional malls in

various cities.

• Educated and supervised design teams with additional responsibility for overseeing construction and various

architects, MEP engineers, and contractors for the anchors and the mall property while working directly with

Simon’s engineers and developers.

• Proficiently provided support and assistance to coordinate and manage zoning, platting and overall site grading

with the City on a mile-long thoroughfare extension and the seller on surrounding properties.

• Served as a leader and mentor for several team members, including 2 senior project managers, 3 project

engineers and 4 engineering techs in all aspects of day-to-day activities, as well as prepared 2 EIT’s for

successfully completing Professional Engineering Liscense exams.

COMMERCIAL SITE DEVELOPMENT

Fort Bliss Army Post, Temporary Unit of Action, Clark Construction, El Paso, Texas. - Mr. Blevins was the Project

Manager for this project performing preliminary and final design, and construction plans for all roads and utilities in

support of the modular barracks, dining hall, and command center of the new Temporary Unit of Action Facility at Fort

Bliss in El Paso. Design and construction is projected to cover 230 acres, involving 390 barracks, five motor pools, six

battalions, and 30 company headquarters. Project design to construction completion took 8 months.

Firewheel Town Center, Garland, TX – Mr. Blevins was the Project Manager for the design of a 103-acre regional mall

site design. Responsibilities included preparation and submittal of concept plan for city approval; preliminary mass

grading plan to set finished floor elevation for mall, theatre, and adjacent properties, as well as vertical alignment of

adjacent thoroughfare; preliminary design of horizontal and vertical alignment of N.E. Parkway (adjacent thoroughfare)

and preliminary design of all utilities to serve mall site and adjacent properties; preparation of mass grading plans for

construction; preparation of erosion control plans for mass grading; final drainage design within mall site; preparation for

City acceptance of Final plat for mall site; preparation of 401 water quality certification documents and 404 wetland

permit applications and coordination and negotiation with the USACE (United States Army Corps of Engineers) for the

mitigation of wetlands to obtain the permits; coordination with client, city, seller, adjacent property owner, and

Engineers, surveyors, title companies and legal representatives for client, city, seller and adjacent property owner, and

coordination with franchise utilities. Additional responsibilities will included final design of all site infrastructure for the

mall including City and private water mains, City and private sewer mains, City and private drainage facilities and

structures, pavement including driving lanes and parking facilities, and detailed final grading of the site.

Hillside Material Recovery and Transfer Station, Grayson County, TX – Mr. Blevins was the design engineer and

prepared construction plans for all civil engineering related aspects of a Materials Recovery Facility for Waste

Management of Texas. He designed the site layout based on topography and client requirements, prepared site grading

plans and designed pavement based on expected truck size and frequency of use. Mr. Blevins also worked closely with a

structural engineer to incorporate his design of a 16-foot retaining wall and 100 foot by 125-foot metal building

foundation into the site layout.

Circle T Mall, Westlake, TX – Mr. Blevins was the local project manager for the concept level design of a 7-anchor, 1.6

million-square-foot retail development on approximately 175-acres in Westlake, Texas. The mall will be located on the

Circle-T Ranch in association with Hillwood Properties and will include a retail area as well as an open are village area

with shops and restaurants.

RESIDENTIAL SITE DEVELOPMENT

United States Air Force Housing Privatization – Mr. Blevins was the Project Manager for a United State Air Force

project to privatize housing at nine bases across the country including Barksdale AFB, Langley AFB, Bolling AFB,

Randolph AFB, Goodfellow AFB, Laughlin AFB, Vance AFB, Columbus AFB and Maxwell AFB. The project consisted

of site planning, cost estimation, and documentation to support property transfer from the United States to the Client.

Mr. Blevins then went on the manage the design of facilities including grading, paving, drainage, and utilities for housing

and community centers at the Laughlin, Goodfellow, and Randolph Bases.

Fairfield Estates, Frisco, TX – Mr. Blevins was the design engineer and prepared construction plans for Phase One of a

92 acre, 340 lot addition to the City of Frisco. He designed the water and sewer mains within the subdivision, as well as

1,400 linear feet of off-site sanitary sewer tying into an existing lift station. Mr. Blevins designed the storm sewer,

including a 1,000 linear foot channel which tied into a detention pond system in the subdivision to the north, the

horizontal and vertical alignment of all streets, prepared grading plans for phase one and performed grading calculations

for the entire site. Mr. Blevins responsibilities also included working closely with city planners and city engineers to

coordinate the design of the subdivision and with the surrounding properties.

Ashmore No. 5, City of Colleyville, TX – Mr. Blevins was the Project Manager of a 10 acre, 15 lot addition to the City

of Colleyville, Texas. Responsibilities included coordination with the client, city officials, and contractors while

overseeing the preparation of construction plans for the project. Design considerations included site design, site grading

and earthwork calculations, water and sewer design, drainage and paving design.

Oakbrook Hills, Colleyville, TX – Mr. Blevins was the Project Manager of a 30 acre, 37 lot addition to the City of

Colleyville, Texas. Responsibilities included coordination with the client, city officials, and contractors while overseeing

the preparation of construction plans and construction of the project. Design considerations included site design, site

grading and earthwork calculations, water and sewer design, and drainage and paving design including two stormwater

detention ponds on the property.

Timber Creek Addition, Flower Mound, TX – Mr. Blevins was the Project Manager for a floodplain reclamation

project along Timber Creek from F.M. 1171 to Timber Creek Road in Flower Mound, Texas. The project involved

preparation of forms and exhibits for submittal to FEMA (Federal Emergency Management Agency) requesting a

Conditional Letter of Map Revision along Timber Creek.

Brookstone Addition, Flower Mound, TX – Mr. Blevins was the Project Manager for a 33 Acre 83 lot subdivision in

Flower Mound, Texas. Responsibilities included preliminary design and layout of lots, streets and utilities, coordination

with the client, city officials, and contractors while overseeing the preparation of construction plans and construction of

the project. Design considerations included site design, site grading and earthwork calculations, water and sewer design,

and drainage and paving design.

Hudson Crossing, Sachse, TX – Mr. Blevins was the Project Manager/project designer of Phase I (26 acres, 89 lots) of a

93 acre, 319 lot addition to the City of Sachse, Texas. Responsibilities included preliminary design and layout of lots,

streets and utilities, coordination with the client, city officials, and contractors while overseeing the preparation of

construction plans and construction of the project. Design considerations included site design, site grading and earthwork

calculations, water and sewer design, and drainage and paving design.

Kensington Park Estates, Flower Mound, TX – Mr. Blevins was the Project Manager/Project Designer of a 52 acre, 10

lot addition to the Town of Flower Mound, Texas. Responsibilities included preliminary design and layout of lots, streets

and utilities, coordination with the client, city officials, and contractors while overseeing the preparation of construction

plans and construction of the project. Design considerations included site design, site grading and earthwork calculations,

water and sewer design, and drainage and paving design, including a drainage channel running the length of the property.

He also analyzed the channel and surrounding flood plain in an encroachment study in order to contain the 100 year

flood plain within a drainage easement.

Leyton Grove, Colleyville, TX – Mr. Blevins was the Project Manager/Project Designer of a 48 - 1 acre and larger lot

addition to the City of Colleyville, Texas. Responsibilities included preliminary design and layout of lots, streets and

utilities, coordination with the client, city officials, and contractors while overseeing the preparation of construction plans

and construction of the project. Design considerations included site design, site grading and earthwork calculations,

water and sewer design, and drainage and paving design.

Westmont, Colleyville, TX – Mr. Blevins was the Project Manager/Project Designer of an 81 – 1 acre and larger lot

addition to the City of Colleyville, Texas. Responsibilities included preliminary design and layout of lots, streets and

utilities, coordination with the client, city officials, and contractors while overseeing the preparation of construction plans

and construction of the project. Design considerations included site design, site grading and earthwork calculations,

water and sewer design, and drainage and paving design, including analyzing an exiting creek and associated floodplain

running the length of the property. Mr. Blevins also oversaw the preparation of 404 wetlands permit applications and the

mitigation of existing wetlands on the site.

The Lakes at Preston Vineyards, Frisco TX – Mr. Blevins was the Project Manager of a 150 lot addition to the City of

Frisco, Texas. Responsibilities included coordination with the client, city officials, and contractors while overseeing the

preparation of construction plans and construction of the project. Design considerations included site design, site grading

and earthwork calculations, water and sewer design, and drainage and paving design.

Glenwyck Farms, Town of Westlake, TX – Mr. Blevins was the Project Manager of an 84 – 1acre and larger lot

addition to the Town of Westlake, Texas. Responsibilities included coordination with the client, city officials, and

contractors while overseeing the preparation of construction plans and construction of the project. Design considerations

included site design, site grading and earthwork calculations, water and sewer design, and drainage and paving design.

Siena, Southlake, TX – Mr. Blevins was the Project Manager of a 45lot addition to the City of Southlake, Texas.

Responsibilities included coordination with the client, city officials, and contractors while overseeing the preparation of

construction plans and construction of the project. Design considerations included site design, site grading and earthwork

calculations, water and sewer design, and drainage and paving design.

Lakeview Estates, Grapevine, TX – Mr. Blevins was the Project Manager of an 89 lot addition to the City of

Grapevine, Texas. Responsibilities included coordination with the client, city officials, and contractors while overseeing

the preparation of construction plans and construction of the project. Design considerations included site design, site

grading and earthwork calculations, water and sewer design, and drainage and paving design.

The Lakes of Brookstone, Denton County, TX – Mr. Blevins was the design engineer performing a drainage study

involving HEC-1 and HEC-2 analysis of twenty lakes on a 25 acre tract addition to Denton County, Texas. The purpose

of the study being to determine the 100 year and p.m.f. flood zones inside the tract in order to plan the lot and roadway

layout for a new subdivision.

MUNICIPAL PROJECTS

Cottonwood Branch Sanitary Sewer, Frisco, TX – Mr. Blevins was the Project Manager on an approximately 6000

linear foot sanitary sewer trunk line project for the City of Frisco. The project tied 18”, 15”, and 12” sanitary sewer main

from Frisco Street along Cottonwood Branch to an existing sewer main opening up development to an area which

previously had no sewer service. This project involved a preliminary alignment study, floodplain determination in order

to properly vent the line during flood events, a sanitary sewer drainage map and sewer main calculation study taking into

account all of the land uses in the area, preparation of construction plans including several creek crossings and

minimizing the impact to existing trees, coordination with the NTTA across their right-of-way, coordination with the city

officials and contractors while overseeing the preparation of construction plans and construction of the project.

Eldorado Business Park, Frisco, TX – Mr. Blevins was the project manager on a project to construct roadway and

utility infrastructure to support a future 172 acre light industrial development in Frisco, Texas. Responsibilities included

coordination with the client, city officials, and contractors while overseeing the preparation of construction plans and

construction of the project. Design considerations included site design, site grading and earthwork calculations, water

and sewer main design, drainage and paving design, design of a stormwater detention facility, coordination with local

franchise utility companies to lower an 18” gas main running through the detention facility, and coordination with the

City’s engineers during the design of the adjacent thoroughfares to the project.

Keller Springs (Dallas Parkway Intersection Improvements), Addison, TX – Mr. Blevins was the design engineer

and prepared construction plans for the widening of Keller Springs Road at the intersection of Dallas Parkway. He

designed the new intersection layout with new signing and striping and designed a 300’ retaining wall, which was

necessary to accommodate site grading after the road widening. Mr. Blevins analyzed the drainage requirements of the

intersection and designed drainage inlets to interact with the existing drainage system in Dallas Parkway. He also

analyzed and prepared construction phasing and traffic control plans for the project, calculated all quantities and prepared

bid documents to assist the City of Addison in the bidding. In addition to bidding He assisted the City during the

construction phase of the project.
