specializing in Homeland Security consulting and
specialized equipment. Through its subsidiary
companies, Embassy West, Inc. also operates a multi-
location operation, building and equipping
specialized public safety and law enforcement
vehicles, primarily for the Federal Government.
As Interim President, I provide leadership and
guidance to affect economic growth and resurgence for
the company. Under my guidance, the operation is
implementing innovative processes and leveraging
existing resources to their fullest extent. We have
developed new programs and processes to keep pace
with changing environments and emerging technologies.

safety and security; this included five separate
facilities subject to Federal regulation as critical
transportation infrastructure and a transit system
traveling over 18,000,000 miles, carrying over
64,000,000 passengers a year.
I managed an annual budget in excess of
$5,000,000.00. I conducted direct supervision and
oversight of three security directors of contractor
companies, with up to 50-armed officers operating one
of the nation's top 25 transit agencies.
I successfully performed total oversight for
compliance of safety and security provisions of
contractor agreements.
I represented the Agency to other entities and
Agencies including the US Department of
Transportation-Federal Transit Administration,
Department of Homeland Security, Department of
Justice, the State of Nevada, Clark County and the

actively participated in regional law enforcement

I developed and published an "all hazards emergency
response plan" guide now used by several entities to
develop their own plans.

. I was directly responsible for the successful
completion of a complicated triennial safety and
security audit conducted by the Federal government.

Administration and Department of Homeland Security

Inspector
As an Inspector of the Surface Transportation
Security Inspection Service, Office of Security
Operations, I was responsible for preventing
terrorist activity on all modes of surface
transportation including rail, passenger rail, mass
transit, bus transit and other intermodal
transportation as directed. I performed comprehensive
security inspections and investigations for
compliance with Federal Laws and Regulations. I also
conducted security system evaluations to determine
effectiveness and viability for federal grants vetted
by the Office of Domestic Preparedness.
The Agency conducted a regimen of Baseline Assessment
and Security Evaluations of Mass transit and Bus
transit agencies. This includes a comprehensive audit
of the agencies current security standing with
Federal regulations and industry best practices.
The work products of the 'BASE' studies are used to
draft new regulations, and to submit for notice of
proposed rulemaking. I have conducted these studies
for Denver RTD, UTA in Salt Lake City, UT; RTC in Las
Vegas Vegas, LAMTA in Los Angeles, CA and the NMRCOG
in Albuquerque, NM. Our group is also conducting
Security Action Item audits of toxic and poisonous
inhalation hazards of class 1 freight railroads in
the United States.
I audited and assessed Buffer Zone Protection
Planning in several states, and actively participated
in the "Terrorism Liaison Officer" program roll-out
for local law enforcement agencies.
I have established and maintain an extensive network
in the law enforcement, fire and transportation
sectors in the western United States and I am
recognized by 3 anti-terrorism fusion centers in the
west. My areas of responsibility were Arizona, New
Mexico, Southern Nevada, Utah, and Colorado.
. MARCH 2004 - JUNE 2005: Financial Specialist

I successfully performed operational and managerial
oversight of the DHS/TSA payroll department of Las
Vegas and Laughlin/Bullhead City operational area. I
had direct supervision of payroll technicians and
auditors responsible for the timely and accurate
processing of payroll and exceptions for
approximately 1200 personnel. I conduct complete
oversight of all functions of the department
including the processing of reports, audits,
adjustments, investigations and research. I provided
training for supervisory staff of both locations in
the correct application of procedures. I mastered the
complex FAA "Ice-Man" computer system, conducting
retroactive audits and adjustments. My team conducted
fact-finding interviews with employees to resolve
long standing financial issues. I processed emergency
check requests interfacing with the Las Vegas Federal
Security Director, DHS headquarters and the US
Treasury and central payroll office. My department
provided statistical information to other departments
within the field office to enhance their operational
capabilities. I interacted on a daily basis with the
human resources, administrative and financial
officers to successfully resolve complex issues
impacting the workforce.

During this time, I was detailed to the office of the
training coordinator to identify systemic
deficiencies in training provided to Federal
officers, supervisors, managers and executive staff.
After deficiencies are identified, I developed
training programs based on current and evolving
standard operating procedures, Aviation Orders,
Aviation & Transportation Security Act of 2001 and
the Code of Federal Regulations. I then delivered
training to various audiences within the Agency
pursuant to the needs of the organization. Emerging
employee development needs were identified and
submitted to the Office of the Undersecretary for
program development and planning. Employee
development and training programs from the Office of
Training and Quality Standards were delivered to the
appropriate audience in the prescribed manner.
As a collateral duty of the training assignment, I
performed security threat assessments and quality
standards evaluations of aviation security
operations. These evaluations are presented directly
to the Training Coordinator with action plans and
recommendations for correcting deficiencies.

Total operational oversight of transportation
security, preventing deadly or dangerous items or
persons from gaining access to US aviation within my
area of responsibility. Duties included maintaining
communication with management, lead officers,
officers, air carrier, airport personnel and local
law enforcement agencies; Identifying threats and
vulnerable areas in the security operation;
Scheduling and assigning duties of security personnel
for optimum performance, customer service and

"Supervisory Workforce Action Team" beginning in
March 2002. I received prototype training in
transportation security and supervision at the Mike
Monroney aeronautical center in Oklahoma City, OK.
From April 2002 through October 2002, I was part of
the Supervisory team responsible for the successful
rollout/and Federalization of aviation and facility
security at Baltimore/Washington International
airport, Orlando International airport, El Paso
International airport and Las Vegas "McCarran"
International airport. While conducting the
respective rollouts, I traveled extensively and was
assigned as a security manager performing various

assessments, investigative and personal protective

3/97 to 1/00 Lyon County Sheriff's Office
Lyon County, Nevada.
. March 1997 to April 1999, Lieutenant and Commander of
Sheriff's reserve unit. As part of these duties, I
developed the County' first state certified training
program for reserve Deputy Sheriffs. I provided
administrative supervision and oversight to area
commanders for operations, training and scheduling of
personnel. I also performed the full range of duties
as a sworn Law Enforcement officer.
. April 1999-February of 2000: Resident Deputy Sheriff
in the Fernley, NV district. The duties associated
with this assignment included responding to calls for
service from the public; detecting and investigating
criminal activity including felony crimes; conducting
simple and complex criminal investigations; serving
and executing warrants of courts of jurisdiction;
making warrant and probable cause arrests;
independently preparing criminal cases for
prosecution; testifying in court.

. August 1994 - April 1999 Senior Officer: As a Senior
Officer (supervisor), I was responsible for the
direct supervision of 80 State Peace Officers
assigned to various details and facilities in the
Northern Nevada region. As part of this assignment, I
performed law enforcement duties and supervised the
"security squad" responsible for serving Governor's
warrants (including extradition and death warrants),
criminal investigation and the enforcement of
administrative codes. I prepared cases for criminal
prosecution and civil process.
. Primarily assigned to the academy during the latter
years (1996 -1999) with the department, I was
responsible for training development and delivery to
approximately 2000 State and County peace officers. I
served on the Attorney General's critical incident
review board regarding use of force by law
enforcement officers. I developed training curriculum
for presentation to the State Legislature and Peace
Officer Standards and Training Commission for
adoption statewide.
. As an instructor-trainer, I re-certified law
enforcement instructors from most law enforcement
agencies governed by the Nevada Administrative Code.
I also conducted oversight of training provided by
the High Sierra Law Enforcement Academy, and the WNCC
Law Enforcement Academy.
. I served as a consultant to the US Navy's Fallon
Naval Air Station for the training of their security
police and criminal investigators. I have

. Project Manager, Department of Public Safety. This
contract position encompassed the startup of a
Department of Public Safety, specifically, a corps of
conservation Law Enforcement Officers to preserve the
flora, fauna and historically significant areas of
the Pyramid Lake reservation. As the project manager,
I was responsible for budget, acquisition of
equipment and facilities; recruiting, selecting and
training of staff and the formation of the
appropriate Tribal Code sections for the protection
of the environment while remaining in conformance
with Federal Law. During this contract period, I
attended the US Indian Police Academy certification
program for deputation as a Federal Officer for the
Department of the Interior.
1992 to 1993 Regional Transportation Commission/Citifare
Washoe County, Nevada
. Supervisor of Transit Operations. As my primary duty,
I chaired a committee empanelled by the Commission to
investigate public safety issues and repeated attacks
on drivers confronting the transit system. The work
product of the committee resulted in numerous changes
to policies, procedures and training, assuring a safe
environment for passengers, employees and the general
public. Responsible for the safe operation of the
system, I provided training, evaluation and guidance
to subordinate staff including the formation of an
emergency and disaster response plan for use system
wide. I was responsible for assuring equal employment
opportunities and investigating complaints and
grievances regarding violations.
