Responsibility Act (QHWRA) of 1998 to rectify them with current Asset

Based Management Model, resulting in an average annual savings of

$180,000 to DHC

. Organized independent audit to separate DHC owned telecommunication

services and facilities from City of Detroit, moved DHC to cooperative

Purchases agreement via State of Michigan MI-Deal program, resulting in

annual savings over $200,000.
