Job Overview\:
The Ohio Department of Medicaid (ODM), Office of Legal Counsel/Contracts and Procurement is seeking an experienced procurement professional to serve as one of the primary points of contact for internal and external stakeholders regarding procurement and contracting activities for the agency. As a Sourcing Planner, your responsibilities will include:
Independently drafting, editing, proofreading, and releasing competitive solicitation documents, including complex, multi-million-dollar Requests for Proposals and Statements of Work.
Creating, planning, researching, and reviewing complex procurement and contract projects
Drafting Contracts, Grants, Inter-Agency Agreements, Data Use Agreements, and other similar contracts
Reviewing and analyzing terms and conditions for Medicaid’s portfolio of contracts.
Developing complex scopes of work and deliverables and performing market research to draft procurement requirements and specifications
Coordinating internal meetings to meet procurement deadlines and facilitates evaluation meetings for the procurement selection process
Identifying solutions with issues and challenges in procurement and contract projects
Participating in contract negotiations
Serving as a liaison between ODM and other state agencies with regard to procurement activities
Working closely with internal stakeholders throughout the contract lifecycle to identify needs and potential risks, and review supplier performance
Providing training and technical assistance to contract managers on state procurement processes and contract management policies
NOTE\: Preferable qualifications for this position would include:
- Experience with drafting complex requests for proposals
- Experience with drafting and negotiating complex contracts
- Background in project management or facilitating and coordinating team projects
- Completion of College or Graduate Degree
- National Institute for Government Procurement (NIPG) and/or Certified Ohio Procurement Agent/Manager (COPA/COPM) certification
- Being detail oriented and be able to work collaboratively and independently.
- Strong written and verbal communication skills

Completion of graduate core in public or business administration, purchasing, materials management, contracting,
acquisition management or logistics, supply chain management, operations management or other sourcing related field; 6

-Or 42 mos. exp. or 42 mos. trg. in purchasing/procurement/sourcing to include exp. in performing spend analysis,
developing sourcing strategy & evaluating vendor performance.

-Or 24 mos. exp. as Sourcing Analyst, 64512.
-Or equivalent of Minimum Class Qualifications for Employment noted above.
