ROLES AND RESPONSIBILITIES

Under the supervision of the Team Leader and Project Team, the Expert 2 is tasked to work together with the Expert 1 to deliver the following Deliverables:

1) Conduct a mapping exercise, which will be presented in a report, which shall be no longer than 20 pages, to identify relevant initiatives in Thailand, aligned with Global Gateway priority areas, which shall include the following key elements:

a. Identification of priority areas of Global Gateway in Thailand and overview of existing and relevant investment projects in Thailand, through a desktop literature review, to: 1) identify the relevant Thai policies and strategies which are aligned to the Global Gateway priority areas and 2) identify investment plans and projects in Thailand and Thailand’s involvement in the neighbouring countries/region. This review should be high level and pragmatic, and present an overview of the policies and investment landscape in Thailand;

b. Stakeholder mapping and consultation, which should be done in parallel to the desktop review. The following stakeholders (the list will be refined and updated by the NKE, and approved by the EUD) should be consulted:

1. Development banks, financial institutions and EU Member States, such as the Asian Development Bank, the EIB, EU DFIs, Member States and their embassies and development agencies

2. Relevant Thai Ministries and State agencies (such as the Ministry of Finance, the Ministry of Industry or the Board of Investment, among others)

3. Thai and EU private sector (including business associations), and CSOs (optional, upon discussion and agreement with the EUD).

c. Identification of potential investment projects and potential partners based on the EU Global Gateway priority areas of partnership in Thailand, namely, digital (supporting open and secure internet), climate and energy (supporting investments to achieve clean energy transition), transport (supporting green, smart and safe transport), health (strengthening supply chains and local vaccines production), and education and research;

d. Providing policy and strategic recommendations to the EU on how to best promote the EU Global Gateway and to sensitise the Thai government actors, policy-makers, and decision-makers on the benefits of the EU Global Gateway for the country.

Based on the mapping results, a second phase of this activity may be designed, for a NKE or team of NKEs to provide technical assistance on the formulation of concrete projects which have resulted from the mapping exercise.

2) Organisation of a workshop or conference to promote the EU Global Gateway in Thailand and present the mapping results to all relevant stakeholders and provide a basis for further development of Global Gateway interventions in Thailand: the date, format, agenda and invitees will be decided during or after the mapping exercise. The event will aim to target relevant government actors, policy-makers, and decision-makers.The NKEs, with support of the EUTHCF team, will be in charge of the following:

a. Designing and finalising the programme of the event, including identifying and confirming speakers and moderators in coordination with the EU Delegation, drafting the invitation letter (to be approved by the EUD), inviting targeted participants (in consultation with the EUD, registering participants, and providing regular updates to the Delegation on the organisation of the event;

b. Presenting and moderating the workshop and taking notes of the proceedings;

c. Drafting the post-event report of no more than 5-10 pages, including a summary of each session highlighting the main points of the discussion, stakeholders’ points of views and input, recommendations for the EU within 10 days after the event;

d. Logistic organisation of the event; including:

i. Venue (in at least a five star hotel) and catering for a half-day event, including 1 coffee break and 1 lunch in Bangkok (hybrid, if need to be accommodate Brussels speakers);

ii. Event and technical team;

iii. Online and onsite registration;

iv. Event communication materials;

vi. Photographer.

QUALIFICATIONS

The expert must be fluent in written and spoken English and Thai.

The expert must hold a Bachelor’s degree in Economics, Finance or any of the relevant priority areas of the Global Gateway. The expert must also hold at least a Master’s degree in a relevant field or in its absence, more than 15 years of professional experience described below.

GENERAL PROFESSIONAL EXPERIENCE

The expert must have at least 12 years of general professional experience in the field of finance and/or investment.

SPECIFIC PROFESSIONAL EXPERIENCE

The expert must have at least 5 years of cumulative experience related to investment projects in Thailand well as the following experiences (listed below).

- Experience in researching and/or providing technical assistance, related to investment projects particularly with respect to the EU Global Gateway priority areas of partnership (digital, climate and energy, health, transport and/or education and research);

- Experience working with the private sector in Thailand is required;

- Knowledge of Thailand’s investment landscape and framework, mechanisms and relevant Thai stakeholders is required;

- Experience working with financing institutions and/or EU or Asian development banks is required;

- Knowledge on how to structure investments is required

- Knowledge of green bonds and green finance is an asset

- Experience conducting workshops on Global Gateway would be an asset

Experience in working with the EU agencies or other international donors in Thailand would be an advantage.
