Definition

The City of Columbus Department of Public Utilities provides Water, Water Reclamation, and Electric services. We are in the process of implementing Trimble’s Cityworks Respond and Storeroom software, which will provide a GIS-centric asset lifecycle management solution to our divisions. The solution will optimize operational support of critical infrastructure and empower our utility to make data driven decisions related to Asset Management and Planning.

This role will be imbedded in a division and will be responsible for planning and coordinating the on-going management and analysis of data and processes associated with Cityworks within each of our divisions.

Key duties include:

• Serves as the division system administrator and subject matter expert for business process, system functionality, system testing and configuration

• Manages and analyzes Cityworks data to support critical business decisions, which includes data quality assurance

• Reviews and documents processes related to information systems

• Coordinates and collaborates with IT group to maintain, update and enhance the Cityworks solution and data

Under general direction, is responsible for planning, directing, and coordinating the on-going management of data and processes associated with a complicated and comprehensive information management system(s) from a functional user perspective; performs related duties as required.

Examples of Work

Plans, directs, and coordinates the on-going management of large information system(s) from the functional system user perspective;

Collaborates with Department of Technology (DoT) and/or hosted vendor involved in the execution of information and data management system;

Leads the development of policies and procedures related to the functional use of the information management system(s) and its related systems, such as document imaging, GIS, self-service, security management, etc;

Communicates local issues with system-wide implications to appropriate stakeholders and provides recommendations for the resolution of issues;

Takes the lead on any data management projects (roll-outs, enhancements, interfaces, transitions, additional phases of implementation) that develop;

Maintains awareness of the needs and requirements of the system users by networking, providing opportunity for feedback, etc

Partners with DoT to provide project governance to ensure vendor performance meets contractual requirements and City expectations;

Prepares and monitors the operating budget that is submitted to DoT as it relates to the information management system(s);

Ensures information regarding data support, quality, and management is distributed to all relevant parties;

Receives and prioritizes all requests for internal reports and information;

Disseminates reports and data analysis to relevant staff members, senior management, and department director(s);

Ensures high quality data is available for extraction as needed by developing and implementing systems to identify, track, correct, and prevent errors;

Coordinates integrated testing and implementation of program changes and enhancements with functional and technical resources;

Ensures functional users are properly trained; maintains training system, processes, and documentation;

Works with DoT, hosted vendor and/or other relevant staff to ensure that local system changes and enhancements support staff needs and are compliant with system-wide standardizations and enhancements;

Collaborates with DoT and/or hosted vendor to ensure data transfer and extraction is meeting expectations;

Works with DoT and/or hosted vendor to identify and report problems of functionality to the data system and extractor;

Analyzes and interprets data reports in support of planning, evaluation, management, decision making, and strategic planning;

Presents information in an understandable and accurate format for a variety of applications and scenarios;

May supervise professional, technical, and/or support staff.

Minimum Qualifications

Possession of a bachelor's degree and five (5) years of experience performing data analysis OR report development from a relational database (using SQL, Crystal Reports, Business Objects, or other database reporting tool) OR database (relational) administration. Substitution(s): Possession of a master's degree may substitute for one year of the required experience.
