Summary

Celestica Valencia is currently recruiting for a Trade Compliance Officer who will be responsible for ensuring all import and export transactions are flawless and strictly adhere to applicable regulations and corporate policies. This role is pivotal in our ambition to maintain top-tier compliance standards and drive continuous improvement in our processes.

This role will report to the site General Manager.

Detailed Description

Key Responsibilities:

Establishing and maintaining a culture of site import/export compliance operations

Drives import compliance by:

Having knowledge of the Harmonized Tariff Schedule (EU Tariff) for classifying products

Knowledge of the rules for determining country of origin and "substantial transformation"

Knowledge of applicable free trade agreement requirements and rules of origin

Identify opportunities to mitigate import duties

Knowledge of the customs valuation methodologies and the preferred method

knowledge of incoterms

Oversees the audit of import transactions

Ability to determine when to submit a BTI as needed

Knowledge of the roles and responsibilities of customs brokers

Creates and supports import training efforts as needed

Drives export compliance including the A&D TCP and licensing requirements:

Knowledge of the applicable export licensing regimes of the A&D programs at the site

Knowledge and experience in filing export license applications

Knowledge of the export classification process to ensure correct codes are applied at export

Knowledge of proper use of incoterms and implications

Oversees the review and eligibility of products subject to certificate of origin requests

Oversees the audit of export transactions

Creates and supports export training efforts as needed

Awareness and management of ongoing import/export regulatory changes such as:

EU sanctions and measures on Russia and other countries

Support import reporting of CBAM requirements

Evaluate new regulations impact on site operations and inform management and corporate compliance team

Knowledge/Skills/Competencies

Good knowledge of electronics manufacturing environment, materials and processes.

Expert understanding and interpretation of traffic and customs rules and regulations.

Knowledge of basic computer applications such as Word, Excel, Power Point, and multiple business applications.

Commercial and financial awareness, particularly of transportation and logistics costs and regulations.

Good financial, analytical and negotiation skills.

Ability to identify and resolve high complexity process/system problems using financial, analytical, and/or statistical models.

Ability to communicate effectively, both verbally and in writing, with a wide variety of internal and external customers.

Very good command of written & spoken English.

Typical Experience

Bachelor’s degree in Transportation/Logistics, Business, or International Trade, or an equivalent combination of education and work experience.

6+ years of experience in compliance management within a multi-national company, with proven experience managing compliance activities.

Experience in multinational environment.
