About Us\:
The Office of Procurement Services collaborates with state, county, and local government entities to provide services and award non-IT-related commodities and service contracts. The office includes State Purchasing, Cooperative Purchasing, the Office of Procurement from Community Rehabilitation Programs (OPRP), Asset Management Services, and the OAKS FIN Program Management Office.
State Purchasing assists state agencies with the purchase of supplies and services through a number of methods, including competitive selection and negotiated contracts.
Cooperative Purchasing extends the benefits of the state's contract pricing to participating political subdivisions, such as local governments, schools, and universities.
OPCRP assists work centers that employ people with work-limiting disabilities to establish contracts for providing supplies and services to state and local government agencies.
Asset Management Services assists agencies in maintaining, reporting, and certifying accurate inventories of state-owned assets.
The OAKS FIN Program Management Office provides functional, technical, and training support for the purchasing, asset management, and strategic sourcing modules of the financial systems of the Ohio Administrative Knowledge System (OAKS FIN)

Minimum Qualifications\:
Completion of undergraduate core coursework in business, public administration, management, engineering, science or comparable field; 2 yrs. exp. in purchasing/procurement, data collection & analysis, value analysis, evaluation of vendor proposals/responses & project management. Must be able to become certified professional public buyer within 3 years from initial date of hire into position.

What You'll Do\:
Assists state agencies in developing Competitive Sealed proposals (CSPs) for non-data processing & non-telecommunication procurement:
Identifies & defines agency’s needs through observation & interview of key personnel
Determines size & scope & complexity of project & determines agency’s ability to manage & support projects
Identifies additional areas to be considered in project life cycle
Prepares specifications of CSP based on information obtained from agency
Identifies vendors that can respond to vendor questions for clarification of contractual terms & conditions
Evaluates vendor responses & recommends vendor selection
Reports to State Emergency Operations Center (SEOC) as assigned to provide resource support & logistics for impacted areas
Ensures consistency & compliance with State of Ohio & National Institute of Governmental Purchasing (NIGP) policies & procedures:
Interfaces with vendors, sales representatives, multiple levels of agency personnel & legal counsel regarding feasibility & cost effectiveness of projects
Coordinates meetings
Prepares correspondence with vendors, attorneys & agency personnel
Resolves problems between vendors & agencies.
Training & Development Required to Remain in Class After Employment:
Must obtain a Certified Professional Public Buyer (CPPB) or Certified Ohio Procurement Agent (COPA) within one (1) year of eligibility, or within four (4) years of accepting position in this classification, whichever comes first. CPPB certification and COPA certification must be maintained through recertification every five (5) years as required by the Universal Public Purchasing Certification Council for the CPPB, and the Ohio Public Procurement Certification Council for the COPA. Failure to obtain or maintain certification is cause for removal
