Summary

This position is located in the Air Traffic Organization (ATO), System Operations Services (AJR), Contracts and Finance (CAF) Management Group (AJR-R3). The CAF group is responsible for providing support on a variety of financial and contractual needs in support of AJR's mission, vision and goals.

Duties

The Management and Financial Analyst performs multiple and varying assignments under limited direction from a manager while providing support and assistance to senior analysts. Applies experience and advanced knowledge of analytical and evaluative methods and techniques for assessing and improving organizational financial and budgetary effectiveness and efficiency in the planning and accomplishing of assignments. Possesses an understanding of basic budgetary and financial management principles and techniques as they relate to long range planning of programs and objectives.

The analyst identifies and analyzes studies associated with the organization's fiscal programs and provides management with recommendations for improvements to processes. Analyzes internal organization's funds management policies, spending plans, and procedures for compliance with Agency policy and guidelines. Tracks and analyzes financial and budgetary data to provide data use in the preparation of management reports that support organizational funds management goals and objectives.

Provides analytical data to assists in funds certification and reconciliation actions at the organizational level, as needed. Resolves most problems and work issues without the assistance of a manager, project/program manager, team leader, or more experienced professional.

Refers to managers and more experienced analyst problems that require their attention; may help them develop and recommend solutions. Provides guidance to less experienced in the day-to-day operations. Demonstrates considerable independence in planning time and helping a manager, project/program manager, and/or team leader to plan and use assigned resources to accomplish projects/programs/activities.

Contacts typically are internal and external, with regular contacts among LOB/SO, and other external parties to share information about the FAA and explain the application of policies and procedures.

Established policies/procedures provides guidance for most assignments but is allowed considerable discretion to select the appropriate approach or recommend new approaches. Work is reviewed periodically, at major milestones and at completion, for policy compliance and alignment with the requirements of projects and/or other work activities. Work activities typically support and may be vital to the success of projects and/or activities for one or more organizational units, major subdivisions, and/or ATO.

Qualifications

To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-G, FG/GS-11 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

SPECIALIZED EXPERIENCE IS DEFINED AS:

- Experience collecting and providing analytical data to assist in funds certification and reconciliation actions.
