About Us:

The Ohio Department of Health supports a hybrid teleworking model. This position may work a hybrid schedule at the discretion of the manager or supervisor, which will require occasional attendance in the office for training, meetings and other operational needs. Employees must reside within a reasonable distance to their assigned headquarters for compliance with workplace reporting requirements.

The Ohio Department of health is looking to fill a vacancy for a Senior Sourcing Analyst with the Office of Financial Affairs (OFA). OFA assists in the establishment of Ohio Department Health’s (ODH) long and short-range fiscal goals and objectives. The office provides the agency with the overall fiscal administration support through its various unit operations including accounting, purchasing, budgeting and grants administration. The office oversees the department’s Compliance and Accountability Unit and biennial budget process; provides technical assistance to agency decision-makers and provides daily monitoring and analysis of agency spending trends.

What You'll Do:

Assist various internal customers with evaluating procurement & sourcing needs

Conduct and attend meetings with office management, subject matter experts and Fiscal to clearly define purchasing specifications

Identify and conduct pre-proposals. Evaluates responses and recommends supplier selection

Collaborates with ODH Office of General Counsel on contract compliance and payment schedules

Make recommendations regarding requisitions, purchase orders and contracts

Works with subject matter experts to properly document need, project timeline for developing specifications, risks, market strategy and evaluating opportunity

Participate in contract negotiations with legal, requestors and suppliers

Design and coordinate potential sources for products and services

Provide guidance to Fiscal and Program staff on procurement policies and procedures as well as sourcing approaches

30 mos. exp. or 30 mos. trg. in purchasing/procurement/sourcing.

-Or

completion of undergraduate core program in public or business administration, purchasing, materials management, contracting, acquisition management or logistics, supply chain management, operations management or other sourcing related field AND 6 mos. exp. or 6 mos. trg. in purchasing/procurement/sourcing.

-Or

12 mos. exp. as Sourcing Analyst, 64512.

-Or equivalent of Minimum Class Qualifications for Employment noted above.

Undergraduate or advanced degree in public or business administration, purchasing, materials management, contracting, acquisition management or logistics, supply chain management, operations management

Purchasing/procurement/contracting/sourcing experience

Experience developing solicitation documents (e.g. RFP, RFQ, RFI)

Experience developing scope of works or specifications

Experience evaluating proposals

Experience conducting consensus meetings

Experience assessing needs of Stakeholders and offering sourcing solutions

Experience with contract management activities (e.g. addendums, amendments)

Experience handling vendor compliance issues

Experience and knowledge of State of Ohio Procurement Rules

Experience conducting spend and market analysis and reporting

Unless required by legislation, the selected candidate will begin at Pay Grade 31, Step 1 of the union (OCSEA) Pay Range Schedule ($26.72 per hour), with an opportunity for pay increase after six months ($27.96) of satisfactory performance and then a yearly raise thereafter.
