Description

The employee in this position is responsible for inspecting all plumbing installations and alterations in buildings and structures for and enforcing city, county, state, and federal codes and regulations relating to the building phase of building construction and use. Work is performed under the general direction of the Building Official.

Essential Job Functions

Performs tasks outlined below under the direction of the Building Official, within the defined political boundaries of the City of North Miami, or other areas only as permitted by interlocal agreement.

Holds sole responsibility for the interpretation of the Florida Building Code-Plumbing.

Supervises and coordinates the work of all Plumbing plans examiners and Plumbing inspectors working under his/her authority through the coordination of their workload and the assignment of inspections.

Examines or delegates the examination of all specifications, blueprints, and plans of plumbing installations, remodeling, removal, and repair to ensure they are in compliance with city, country, state, and Federal code and regulations.

Inspects or delegates inspections of all plumbing installations, including work and materials, used in installing or extending a system of installed in new construction, additions, alterations, or repairs to existing systems.

Exercises right of entry, upon presentation of proper credentials, at any reasonable time, to any building, structure, or premises for the purpose of inspection or to prevent violations of the Florida Building Code Plumbing.

May order work stopped whenever work is being done in violation of the provisions of the Code or is being performed in a manner that would create a hazard to life or property.

May order portions of a building and/or structure to be exposed for inspection when, in his/her opinion, there is a good reason to believe that building or equipment concealed therein is in an unsafe or dangerous condition, or that there is willful or negligent concealment of a violation of the code.

May, through the Building Official, order a building or portion of thereof vacated, when used or occupied in violation of the code.

Resolves problems or answers questions associated with contractors, owners, builders, Building Official, inspectors, etc.

Investigates complaints of defective building installations which are reported as fire and other hazards, notifies the responsible person of defects, and issues oral and written instructions for correction.

Prepares daily and monthly reports of inspections performed covering conditions, found, action taken, and recommendations made for further action.

Attends training classes, meetings and seminars in order to maintain certification.

Confers with and advises the Building Official on all personnel, building, inspection, or planning and development issues.

Under direction of the Building Official, directs and coaches' individuals under his / her supervision to ensure proper performance of the duties.

Makes presentations to boards, commission, civic groups, trade groups, and the general public as requested.

Confers with the Building Official on questions of departmental policy and activities.

Investigates and resolves complaints, explains policies, activities, and accomplishments to interested public groups.

Assists the Building Official in preparing a monthly report of department’s previous month’s activities and service levels.

Participates with all staff members in pre-hurricane preparations and post-storm recovery efforts.

Performs other duties that may be assigned.

Minimum Requirements

High school graduate or possesses an acceptable equivalency diploma;

Must be able to meet the certification requirements of the Miami Dade County Board of Rules and Appeals as found in Article II – Building Inspectors, Plans Examiners, Building Officials, Chief Inspectors and Special Inspectors Chapter 8-21 Miami Dade Code of Ordinances;

Certified or able to be certified by the Building Code Administrators and Inspectors Board, State of Florida;

Possess a valid state of Florida driver's license with an acceptable driving record;

Must meet the requirements under Chapter 8-21 Miami Dade Code of Ordinances for Building Inspectors, Plans Examiners, Building Officials, Chief Inspectors and Special Inspectors.

Ability to take direction from supervisors and implement plans, policies, and practices as directed.

Ability to refine existing planning and building practices to improve both quality and quantity of work output.

Skill in applying knowledge of the Florida Building Code - Plumbing and all other applicable codes.

Ability to communicate orally and in writing in order to prepare reports, and to maintain records.

Ability to read and interpret construction plans, specifications, blueprints and engineering to determine deviation from plan during the construction process.

Ability to make decisions, recognizing established precedents and practices, and to use resourcefulness and tact in responding to and meeting new problems.

Ability to read and interpret construction plans and specifications; ability to read, understand, and explain codes, ordinances and regulations.

Ability to plan, organize, train, and direct inspectors in the conduct of a coordinated inspection program.

Ability to provide instruction and training to inspectors and contractors in the implementation of code changes.

Ability to research code and standards effectively to develop code interpretations.

Ability to plan and organize workload and to adjust assignments when necessary.

Ability to enforce codes and regulations firmly, tactfully, and impartially.
