What You'll Be Doing

This position provides technical expertise to HHS and the Emergency Management Group (EMG) in the areas of emergency preparedness, All-Hazards emergency planning, emerging disease outbreak response, and other public health threats.

The EMS II position coordinates operational planning, maintenance and implementation of a multi-year training and exercise program that also aligns with the Emergency Management Group of Montgomery County.

This position is expected to support staffing of the Emergency Operations Center (EOC) when Emergency Support Function 8 (Public Health and Medical) is required and/or activated by the Office of Emergency Management & Homeland Security.

This position will also serve as the lead on programmatic operational procedures, plans and tactics based on existing documents. Implements training and exercising of emergency response staff and volunteers on relevant procedures and plans to ensure a ready workforce.

During a public health emergency response or operation, the position works closely with program staff, Health and Human Services staff and other county department representatives to ensure staffing needs meet the operational need.

May represent the program and/or the administrator in meetings and committees as appropriate.

Minimum Qualifications

Experience: Thorough (five (5) years) applicable professional experience in emergency management and/or public safety plans and practices; disaster recovery; hazard mitigation; exercise planning and coordination.

Education: Bachelor’s degree from an accredited or university in such fields as emergency

management, public safety, public administration, or a related field.

Equivalency: An equivalent combination of education and experience may be substituted.

License: None.

Preferred Criteria, Interview Preferences

Experience working in a public health operational response, such as participating in an Emergency Operations Center, Public Health Command Center, with mass prophylaxis, or mass vaccination efforts. Practical experience using ICS during exercises and real-world emergencies.

Experience developing and implementing trainings and exercises program for public health emergency capabilities, including delivery of training and conducting regular internal activation drills.

Demonstrate knowledge of and experience working with the CDC Public Health Preparedness Capabilities, the National Incident Management System (NIMS), and the Incident Command System (ICS).

Demonstrated knowledge and experience with public health emergency preparedness and response programs, including the Cities Readiness Initiative (CRI), the Strategic National Stockpile (SNS), and Medical Countermeasure (MCM) programs.

Experience working with local and state public health agencies and the private healthcare sector around development of common plans or procedures.

Extensive experience in the development, review, revision, maintenance, and operationalization of emergency plans and supporting documents, including experience working with diverse, multidisciplinary planning teams.

Strong organizational skills that reflect an ability to manage multiple priorities and time-sensitive projects and deliverables with excellent attention to detail.

Expert level written communications with demonstrated ability to develop written products.
