What You'll Do:

The Adjutant General's Department is looking for an experienced, Strategic Procurement Manager who shall be responsible for but not limited to the following duties:

Lead and supervise staff who manage procurement process for construction and operational projects, professional architect/engineer agreements and contracts

Contribute to the evolving procurement strategy, contract development and negotiation practices for the agency

Draft and review all agency issued contracts for goods and services; assist branch chief and other division management in the lawful procurement of necessary goods and services

Determine and allocate resources to assist with budget preparations

Interview stakeholders to determine needs and expectations while maintaining excellent communication

Internal issue resolution to maintain established timelines and deadlines.

Pay Information

This position is in the State of Ohio’s Exempt Pay Schedule, Pay Range 14. Unless required by legislation or union contract, starting salary will be the minimum salary of that pay range (step 1, currently $35.74 per hour). These ranges provide a standardized pathway for pay increases. With continued employment, new hires move to the next step in the range after 6 months and annually thereafter. Cost of Living Adjustments increase wages in these ranges each fiscal year. The current step progression wages are in the table below.

The candidate selected for this position would be expected to possess the following characteristics to perform the essential duties of the job:

Knowledge of:

Sourcing principles, Supervisory principles & techniques, State & agency sourcing policies, procedures & regulations, Public relations; employee training & development*, Contracts, ERP systems* (e.g., OAKS FIN)

Skill in:

Operation of electronic devices (e.g., computer, tablet, cell phone); applicable software applications (e.g., spreadsheets, databases, word processing), OAKS BI reporting*

Ability to:

Define problems, collect data, establish facts & draw valid conclusions; understand technical manuals & verbal instructions associated with sourcing procedures; proofread technical specifications, recognize errors & make corrections; identify noncompliance & formulate response; use statistical analysis, gather, collate & classify information about data, people or things to forecast & plan; write business correspondence or communications reflecting sourcing procedures; develop & maintain good rapport with internal agency customers & vendors; establish friendly atmosphere as unit supervisor. We are looking for preferred candidates who have experience in procurement management, project coordination and/or, project management. Other useful skills and knowledges include working with OAKS-CI, State of Ohio construction contract negotiation and writing experience, and a general understanding of Ohio Buys.

The following are the minimum qualifications for this position. For further consideration, applicants must clearly identify how qualifications are met within the education and/or experience sections of the applications. At minimum, must meet one of the following options:

Option 1

Have at least 54 months experience in purchasing/procurement/sourcing to include experience in performing spend analysis, developing sourcing strategy & evaluating vendor performance.

Option 2

Completion of undergraduate core in public or business administration, purchasing, materials management, contracting, acquisition management or logistics, supply chain management, operations management or other sourcing related field

AND

Have at least 30 months experience in purchasing/procurement/sourcing.

Option 3

Completion of graduate core in public or business administration, purchasing, materials management, contracting, acquisition management or logistics, supply chain management, operations management or other sourcing related field

AND

Have at least 18 months experience in purchasing/procurement/sourcing.

Option 4

Have at least 24 months as a Senior Sourcing Analyst with the State of Ohio.

Option 5

Have at least 12 months experience as a Sourcing Planner with the State of Ohio.

Option 6

The equivalent of Minimum Class Qualifications for Employment noted above.
