The Joint, Office of the Secretary of Defense, Interagency Division provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.

The Acquisition and Technology Analysis Group within JOID specializes in the application of multi-disciplinary analytic skills to support multiple clients within the Department of Defense (DoD). These clients include the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)), Office of the Under Secretary of Defense for Acquisition and Sustainment (OUSD(A&S)), DARPA, the Joint Staff, and USINDOPACOM. SPA provides critical decision support to enabling and executing a strategy of technological superiority and enabling the delivery and sustainment of secure, resilient, and preeminent capabilities to the warfighter quickly and cost effectively. Our team of experienced military, technical, and operations research analysts is skilled in evaluating military problems, identifying the driving factors, devising innovative approaches, collecting applicable data, developing necessary software tools, and performing thorough and timely assessments to inform technology and acquisition governance decisions to ensure U.S. military forces retain military superiority in the future.

We have a near-term need for a Software Acquistion Policy Expert to provide onsite support out of Alexandria, VA.

Responsibilities

The successful candidate will provide expert technical analyses, assessments, recommendations, guidance, project plans, and implementation strategies to improve software development within all DoD acquisition pathways. In this role, they will recommend software acquisition policy improvements and guidance. Develop and support the collection of metrics to assess the efficiency, effectiveness, and implementation of agile and DevSecOps techniques throughout the Department. Day-to-day, they will manage policy and guidance correspondence between the software pathway team, program teams, acquisition leaders and stakeholders who request assistance. The candidate will provide expert analysis and visualizations to convey software acquisition pathway health to external and internal stakeholders, including GAO. They will be responsible to capture information on program efforts to incorporate agile methods, apply lessons learned, implement best practices, and collect recommended improvements to software acquisition and supporting processes. They will provide support to software pathway engagements and conferences.

Qualifications

Required:

Bachelor’s degree with at least five years of experience leading the rapid and iterative delivery of software capability across the software acquisition lifecycle

Active Secret clearance

Possess professional, scientific, and technical/analytic expertise regarding Agile Methodologies, Lean Practices, Continuous Delivery/Continuous Integration, and DevSecOps

Demonstrated understanding of the software acquisition lifecycle and best commercial and government practices, policies, technologies, and tools

Experience drawing on expertise to produce deliverables, including draft policies, reports, program documentation, and recommendations to support senior decision makers

Comfortable engaging with senior personnel, developing budget recommendations, and providing written or verbal assessments supporting financial recommendations (risk, reward, timelines, etc.) in real-world impact term

Desired:

10+ years of experience developing software policies and guides, including hands-on experience in software development, systems engineering, or related fields

10+ years of experience using Agile Development Methods

5+ years of experience supporting a DoD organizations
