Duties

Temporary Assignment: To meet agency needs, this position will be filled on a temporary basis not-to-exceed (NTE) 2 year(s), with possible extension(s) for an additional 3 year(s) in one-year increments. You may be returned, at any time, to the position you held prior to this temporary promotion or to a different position of equivalent grade and pay, and that the return is not subject to the procedures found in 5 C.F.R. §§ 351, 432, 752, and 771. At management's discretion, you may be permanently placed to this position without further competition and the option for management to return you to your permanent or similar position will no longer be available.

If you are currently at the grade level of the position announced, this action will result in a reassignment, and you may be returned at any time to a same or similar position held prior to this temporary assignment. If you currently hold a grade level higher than the grade being announced, this action will result in a change to lower grade, and you may be returned at any time to the position held prior to this temporary assignment or to the same or similar position at the lower grade level. Your return will be based on a mobility agreement, agency rotational policy or a directed reassignment.

This position serves as a Management and Program Analyst within the Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP), Office of Trade (OT), Trade Regulatory Audit (TRA) Headquarters. This position starts at a salary of $122,198.00 (GS-14, Step 1) to $158,860.00 (GS-14, Step 10).

Typical duties include:

Assisting with directing, implementing, coordinating, and overseeing a variety of department-wide mission or administrative programs;

Assisting in the coordination for planning, developing, delivering, and attending briefings, presentations, and conferences for executive management;

Providing technical assistance and direct support to management staff in all matters relating to the application of acquisition, resource management, planning systems, performance management, strategic communications, and management programs to meet mission requirements;

Coordinating activities of office support staff, advising, and providing analytical support on problem definition, planning methodologies, policies, and procedures.

Qualifications

Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:

Planning, organizing, coordinating efforts, and monitoring progress to ensure objectives and milestones are established and met;

Implementing and coordinating program and management activities using qualitative and quantitative methods;

Analyzing, evaluating, and conducting studies to make recommendations to improve programs and performing broad and complex planning for programs;

Communicating both orally and in writing to brief senior level officials by directing, explaining, guiding, persuading, and negotiating complicated concepts and process changes to a wide variety of people with varying technical expertise, background, and organizational knowledge. You must:

Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
