The following are the duties of this position at the full working level.

Works extensively with Headquarters and other Planning and Special Programs Section Chiefs Collaborates with Headquarters Exam Case Selection function to ensure delivery of proper workstreams ensuring Area Examination Workplan achievement.

Performs due diligence in Area plan delivery. Ensures program cases are built and delivered in accordance with the strategies/workstreams/purpose groups in the Exam Starts Plan. Additional workstreams are built and delivered following known procedures and concurrence from the Planning and Special Programs Territory Manager.

Serves as technical advisor for programs assigned to their group. Attends Headquarter meetings and reviews procedures to ensure programs are operated in accordance to current IRM and written procedures. Continuously monitors programs to ensure they are operating in an efficient manner which is consistent with national guidance.

Develops and delivers mission-oriented service and strategies, identifies and resolves emerging issues; and, demonstrates substantive and meaningful involvement with processes to improve customer service focus, and concern for meeting the needs of internal and external customers.

Counsels and instructs personnel on methods to be utilized in resolving workload, compliance, and resource problems and issues of an unusual or complex nature. Guides personnel on proper communication methods with key internal stakeholders.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:

BASIC REQUIREMENT :

A Certificate as a Certified Public Accountant (CPA) or a bachelor's or higher degree in accounting that included at least 30 semester hours in accounting or 24 semester hours in accounting and an additional 6 semester hours in related subjects such as business law, economics, statistical/quantitative methods, computerized accounting or financial systems, financial management, or finance.

OR

A bachelor's or higher degree in a field other than accounting or a combination of education and experience equivalent to 4 years that included at least 30 semester hours in accounting or 24 semester hours in accounting and 6 semester hours in related subjects as described above.

OR

Currently or previously held an Internal Revenue Agent GS-0512 position for at least one year.

AND

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: IR-05 LEVEL: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the Payband or GS grade in the normal line of progression in the Federal service that demonstrates the required managerial skills and technical competence required to perform the job. To be qualifying for this position your experience must include:

Experience that demonstrated management/leadership experience such as applying management techniques, methods, theories, principles, or labor relations concepts for the accomplishment of all program objectives with combined technical and administrative oversight. This experience may have been gained through work experience as a project/program manager, team lead or project/program lead, technical advisor, or senior specialist/analyst that included managing resources, providing support to managers, mentoring team members, providing day to day guidance training and/or oversight of peers or others.

Experience applying regulations, other official guidance and principles, including the latest procedures and techniques sufficient to oversee the planning, development and implementation of the technical aspects of programs specific to the position being filled.

Experience applying communicative techniques to effectively and diplomatically interact with internal and external customers.

In addition to the above statement, experience with applying professional accounting principles, theory, and practices to analyze and interpret accounting books, records, or systems specifically to determine their effect on Federal tax liabilities and their adequacy for recording transactions affecting tax liabilities; Experience with interpreting and applying Federal tax law for individuals, business, and/or exempt organizations, partnerships, and corporations; Experience with business and trade practices to develop tax issues based on analysis and evaluation of overall business operations and financial condition; Experience with corporate financial transactions and financial management principles and practices; Experience in interacting effectively with a broad range of individuals and in negotiating with specialists in accounting, legal, tax, and other similar business-related professions.

MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

This is a Non-barganing unit position.

Tour of Duty: Monday - Friday; Day Shift - Start and stop times between 6:00 a.m. and 6:00 p.m. Tour of Duty to be defined at time of selection

Alternative work schedule, staggered work hours or telework may be available.

In the event that a building is closed due to rent management, new hires may be placed in a local commuting location.
