Duties

The Office of the Inspector General (OIG) in the U.S. Department of Justice (DOJ) is a statutorily created independent entity that works to prevent fraud, waste, abuse, and misconduct in DOJ programs and personnel, and to promote economy and efficiency in those programs. In carrying out its audit mission, the OIG contributes to and issues products, such as reports, advisories, briefings, and congressional testimonies with recommendations focused on improving the effectiveness and efficiency of DOJ's mission-focused programs. The Assistant Inspector General for Audit is responsible for overseeing the Audit Division and audit engagements that involve all DOJ programs and operations. The Computer Security and Information Technology Audit Office is responsible for supporting the Audit Division's mission by performing evaluations and ensuring effectiveness of the Department's information security policies, programs, and practices as well as compliance and consistency with the requirements of the Federal Information Security Modernization Act of 2014 (FISMA).

Specific duties include, but are not limited to:

Overseeing contractor performance of FISMA audits and ensuring the objective and systematic examination of records, management reports, management controls, policies and practices impacting the operating results of Department IT programs, missions, and operations, are done in accordance with applicable standards, including Generally Accepted Government Auditing Standards (GAGAS) and DOJ OIG policies and procedures.

Managing the planning and execution of FISMA audits or reviews of major DOJ and contractor IT systems, operational methods, assessment risks, management controls, and other IT related activities in accordance with generally accepted information security auditing standards and guidelines to: a) determine the impact of destruction, unauthorized disclosure, or manipulation of protected data; b) providing minimum standards for safeguarding information; c) ensure that the organization's computer systems and information technology are adequately controlled, monitored, and assessed; and d) assess the efficiency, effectiveness, and economy with which DOJ uses computer resources.

Implementing ways to improve production or increase the quality of audit work and conceptualizing innovation to improve organizational effectiveness and efficiency.

Identifying and assessing risk within programs, functional units, and organizations, conceptualizes well-researched, actionable audit proposals that address high-risk or critical matters expected to benefit from independent oversight.

Advising the Assistant Inspector General for Audit in the development of FISMA program goals, policies, procedures, and standards. Serving as a technical expert, recommends and develops strategic approaches for implementing FISMA audit programs or policies in response to emerging or changing issues with nationwide or program-wide impact, such as serving as a national authority in the analysis of legislation and how it will impact major programs or missions and the well-being of substantial numbers of people.

Performing the administrative and human resource management functions relative to the staff supervised. Observes workers' performance and demonstrates and conducts work performance critiques. Provides informal feedback and periodically evaluates employee performance. Resolves informal complaints and grievances. Develops work improvement plans, recommending personnel actions, as necessary. Provides advice and counsel to workers related to work and administrative matters. Effects disciplinary measures as appropriate to the authority delegated in this area. Reviews and approves or disapproves leave requests. Assures that subordinates are trained and fully comply with the provisions of safety regulations.

Represents the OIG and/or the Department at conferences and meetings with other federal agencies, private industry, and professional IT and audit organizations.

Qualifications

Basic Qualifications for 2210 Series:

To qualify for the position of Supervisory IT Specialist GS 2210 15, all applicants must have IT-related experience demonstrating each of the four competencies listed below identifiable in the submitted resume:

1) Attention to Detail - is thorough when performing work and conscientious about attention to detail.

2) Customer Service - works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

3) Oral Communication - expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

4) Problem Solving - identifies problems; determines accuracy and relevance of information; uses sound judgement to generate and evaluate alternatives, and to make recommendations.

Specialized Experience

To qualify at the GS-15 level, applicants must have one (1) year of specialized experience at least equivalent to a GS-14 position that is in or directly related to planning, coordinating, and overseeing technically complex and comprehensive FISMA-related work, including work performed by contractors. Specialized experience at this level includes:

Comprehensive knowledge and application of FISMA and other related government-wide IT requirements, such as through performance of FISMA audits and supervising the objective and systematic examination of records, management reports, management controls, policies, and practices impacting an entity's information technology and information security systems, programs, and operations.

Knowledge and understanding of generally accepted government auditing standards as prescribed by the Government Accountability Office and Standards for Internal Control in the Federal Government.

Overseeing contractors through serving as or designating a Contracting Officer's Representative.

Leading teams to ensure work such as contracted audits meet the overall needs of the stakeholders by planning and managing staff and contract activities for assignments involving multiple sites, outside agencies, and private sector entities.

Producing high-quality finished products and reports, preparing and presenting thorough briefings to high-level officials, and ensuring milestones are met.

Identifying and assessing risk within programs, functional units, and organizations and conceptualizing well-researched, actionable audit and monitoring programs that address high-risk or critical IT-related matters.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade level (or equivalent).
