Summary

Joining the Secret Service, Office of Strategy, Planning, and Innovation, Enterprise Governance Management Program, will allow you to provide technical guidance and advice to management in one or more specialized areas such as policy, strategy, and analytics. This Management & Program Analyst position starts at a salary of $68,405.00 GS 09, Step 1, with promotion potential to $107,590.00 GS-13 Step 10.

Duties

The selectee will serve as an Management & Program Analyst in the Office of Strategy, Planning, and Innovation, Enterprise Governance Management Program. Typical work assignments include:

Delivering evidence-based solutions and recommendations to help the agency meet known and diagnose unknown challenges, and to support the executive decision-making process.

Supporting governance bodies by managing agenda-items, cataloguing meeting minutes, facilitating decision points, documenting decisions, and providing analytical support.

Providing strategic responses for external taskings from Department of Homeland Security, Office of Management and Budget, Congress, etc.

Using data analytics tools to support business case and program development.

Qualifications

You qualify for the GS-09 level (starting salary $68,405) if you possess one of the following:

Specialized experience is defined as: identifying organizational issues in need of solutions; participating in the process improvement for effective decision-making at the operating level, and assisting with compiling detailed procedures and guidelines to supplement established program guidance. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

OR

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. You qualify for the GS-11 level (starting salary $82,764) if you possess one of the following:

Specialized experience is defined as: analyzing and evaluating the effectiveness and efficiency of program; assisting in the advisement on potential benefits/uses of automation to improve the efficiency of administrative support or program operations; evaluating and advising on the organization, methods, and procedures for providing administrative support systems. Researching and investigating of new or improved business and management practices for potential application. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

OR

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
