Large Business and International, Director Withholding, Exchange and International Individual Compliance (WEIIC), DFO IIC, IIC Territory 6, Team 2121

The following are the duties of this position at the full working level.

- Incumbent serves as first-level supervisor for a group of Tax Compliance Officers (TCO). The manager is responsible for planning, directing, coordinating, and reviewing activities within the group for a wide range of taxpayers. Assigns work that includes collateral and special requests from Appeals, Collection, Taxpayer Service, Field Examination, and Counsel.

- TCO examiner positions involve technical skill in examining or auditing tax returns to reach decisions on correct tax liability on issues requiring discretion and independent judgment in the application of: (a) knowledge of pertinent tax laws, regulations, and procedures; (b) analytical methods; (c) skill in personal contacts with taxpayers and their representatives; and (d) a knowledge of elementary or intermediate accounting depending on grade of TCO

- Directs a technical program segment of work that involves investigation and utilization of accounting methods, techniques and practices. The program segment and work directed typically cover a major metropolitan area or small region of several states.

- Participates in the administration of the Information Security Program to protect taxpayer information. Ensures a high degree of subordinate employee awareness of and compliance with the need to protect sensitive information (e.g., taxpayer, personnel procurement, etc.) within or through systems under their control. Ensures the effective delivery of services targeted to assure all employees are aware of their roles and responsibilities for the protection of sensitive information.

- Practices sound position management in assigning work, combining/separating duties, and establishing/abolishing positions, and in fulfilling other personnel management duties and responsibilities

Federal experience is not required. SPECIALIZED EXPERIENCE IR: To be minimally qualified for this position you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the payband or GS grade in the normal line of progression in the Federal service that demonstrates the required managerial skills and technical competence required to perform the job. To be qualifying for this position your experience must include: Experience that demonstrated management/leadership experience such as applying management techniques, methods, theories, principles, or labor relations concepts for the accomplishment of all program objectives with combined technical and administrative oversight. This experience may have been gained through work experience as a project/program manager, team lead or project/program lead, technical advisor, or senior specialist/analyst that included managing resources, providing support to managers, mentoring team members, providing day to day guidance training and/or oversight of peers or others. Experience applying regulations, other official guidance, and principles, including the latest procedures and techniques sufficient to oversee the planning, development, and implementation of the technical aspects of programs specific to the position being filled. Experience applying communicative techniques to effectively and diplomatically interact with internal and external customers.

MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

Tour of Duty: Day Shift. Start and stop times between 6:00 am and 6:00 pm

Alternative work schedule, staggered work hours or telework may be available.

In the event that a building is closed due to rent management, new hires may be placed in a local commuting location.
