Essential Functions

1.Under general direction of the unit supervisor, performs moderately difficult professional civil engineering duties related to the Lake Michigan water allocation program:

• Reviews engineering computations in support of projects involving flood control, drainage, water supply and demand, low flow augmentation, irrigation, streambank protection and recreation analysis.

• Computes channel discharges, river stages, watershed runoff, estimates of volumes and areas, estimates of cuts and fills and structural stress and strain analysis

• Prepares and distributes annual water use audit forms

• Collects annual/monthly water use data and monitors compliance by permittees with the department’s rules and regulations

• Attends all formal administrative hearings and prehearing conferences concerning petitions for new and modifications of existing Lake Michigan water allocations

• Provides recommendations to the Section Chief in the drafting of orders concerning water allocations

• Reviews and prepares construction plans, specifications, and cost estimates

2.Oversees permit applications, inspections, and public information

• Reviews construction permit applications and makes recommendations to the section manager

• Reviews calculations and performs preliminary field surveys and inspections for proposed projects

• Responds to requests for information

• Issues public notices

• Inspects completed projects for compliance with permitted plans

• Maintains the permit database

3.Travels throughout the area to collect project data and conduct preliminary inspections:

• Collects data for assigned projects, including lake stages, precipitation, high water information, previous computations, field site information, maps, and other drawings

• Assists in the review of all requests for Federal Consistency Determinations for the Coastal Management Program

4.Participates in engineering training programs

• Develops engineering expertise and computer skills

• Develops an understanding of engineering policies and procedures

5.Confers with OWR employees, federal, state, and local officials, other departmental and non- departmental contacts

• Establishes working relationships with others involved with water supply planning

• Develops an understanding of departmental and office policies and procedures while learning the daily functions

• Complies with departmental safety rules and regulations

6.Maintains project files to document computations and project evaluations, and substantiate recommendations

7.Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

1. Requires a bachelor’s degree in engineering from a college or university program accredited by the Accreditation Board for Engineering and Technology (ABET).

2. Requires two years of experience in civil or water resource engineering; or one year of engineering experience as a Civil Engineer I and completion of an agency approved training program

Preferred Qualifications

1. One (1) year experience in water resource, structural, construction or geotechnical engineering

2. Two (2) years working knowledge of civil or water resource engineering method, procedures, and techniques

3. Two (2) years working knowledge of various material testing procedures used in the civil or water resource engineering field

4. Two (2) years of experience in producing accurate engineering computations and calculations

5. Two (2) years of experience in the use and application of engineering instruments and testing equipment

6. Two (2) years of experience in presenting data in a clear and concise manner

7. Two (2) years of experience complying with all agency rules, regulations, policies, and procedures

8. Two (2) years of experience in establishing effective working relationships with agency staff and members of other professions or trades

The Office of Water Resources

The Office of Water Resources administers regulatory programs over construction in the flood ways of rivers, lakes, and streams. It is also responsible for construction in the shore waters of Lake Michigan, construction and operation of dams, construction in public bodies of water, and diversion of water from Lake Michigan, and withdrawal of water from three Federal lakes (Shelbyville, Carlyle, and Rend Lakes). The office serves as the lead State agency for water resource planning, navigation, floodplain management, the National Flood Insurance Program, and interstate organizations on water resources.
