Summary

Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise as a Property Management Specialist. Make a difference in the West by assisting in meeting increasing water demands while protecting the environment.

Duty Location: Salt Lake City, Utah

Duties

The selectee for this position will perform a variety of developmental assignments in support of the overall work of the organization and under closer supervision for the Property Management Group, Program Management Division, Upper Colorado Regional Office.

Major Duties include, but are not limited to:

Conduct and analyze studies to provide management advisory services pertaining to property and fleet management.

Analyze results from annual inventories of accountable property.

Ensure vehicle authorizations are justified based upon the mission of the organization and the number of individuals assigned to the organization.

Conduct Asset Inventory and Financial Reconciliation Projects for assigned offices.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application.

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying:

Specialized Experience for the GS-07: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained either in the private or public sectors) performing at least three (3) of the following tasks: (1) maintaining data in an automated system; (2) collecting data and/or other information for reports, to meet current organizational requirements; (3) conducting assessment of property and/or property reviews; and/or (4) assisting in the preparation of reports, fact sheets, and correspondence.

OR

Education: Successful completion of at least one (1) full year (18 semester hours) of graduate level education from an accredited college or university, which provided me with the knowledge, skills, and abilities necessary to do the work of this position. You must include transcripts.

OR

Successful completion of a Bachelor's degree from an accredited college or university with major study, which provided me with the knowledge and skills necessary for successful job performance to do the work of this position, and I meet one of the following requirements for Superior Academic Achievement at the undergraduate level: 1) Class standing -- Graduated in the upper third of the class based on completed courses in the college, university, or major subdivision; 2) Grade-Point Average (G.P.A.) 2.95 or higher out of a possible 4.0 scale as recorded on official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum; or 3) Election to membership in a national scholastic honor society. (Note: A copy of your transcript is required as documented proof of your GPA, class standing, or election to honor society membership. Failure to provide your transcript will result in an ineligible rating).

OR

Combination of Education and Experience: Successful completion of a combination of specialized experience and education as described. To combine education and experience, first take the number of semester hours or equivalent earned towards a graduate degree and divide by 18 semester hours or equivalent. Then take the number of months of full-time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include transcripts.

Specialized Experience for the GS-09: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained either in the private or public sectors) performing at least four (4) of the following tasks: (1) reviewing completed work to determine if request meet Federal Property Management Regulations; (2) implementing policies/procedures for property management; (3) analyzing requests and justifications for additional vehicles and heavy equipment; (4) conducting assessments of property, property reviews and providing evaluations based on review and audit findings; and/or (5) administering reports of fleet and property management to meet agency requirements.

OR

Education: Successful completion of at least a master's or equivalent graduate degree or two (2) full years of progressively higher-level graduate education leading to such a degree from an accredited college or university, which provided me with the knowledge, skills, and abilities necessary to do the work of this position. You must include transcripts.

OR

Combination of Education and Experience: Successful completion of a combination of education and experience as described above. To combine education and experience, first divide your total months of qualifying specialized experience by 12. Then divide your semester hours of graduate education beyond one (1) year (18 semester hours) by 18. Add the two percentages together. The total percentage must equal at least 100 percent to qualify). (Note: Only graduate education in excess of the first year (18 semester hours) is creditable toward meeting the experience requirement when combining experience and education.) (NOTE: You must submit copies of your transcripts).

Specialized Experience for the GS-11: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained either in the private or public sectors) performing at least four (4) of the following tasks: (1) developing recommendations to resolve substantive problems of effectiveness and efficiency of operations and compliance with directives and regulations; (2) developing instructions, desk guides and other training for use by organization; (3) evaluating and recommending ways to improve the effectiveness and efficiency of the work while ensuring compliance with pertinent regulations; (4) conducting investigations and ensuring accountability records are accurate; and/or (5) conducting extensive studies designed to analyze and improve various aspects of the personal property program.

OR

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis.
