Duties

The United States Copyright Office, located within the Library of Congress and under the direction of the Register of Copyrights, administers copyright law, advises Congress and government agencies on legal and policy matters; provides international representation on copyright issues; administers the national copyright registration system; provides collections materials to the Library through voluntary registration and mandatory deposit programs; records documents relating to copyright chain of title; administers statutory license provisions of the law, including collecting and distributing royalties; maintains the world's largest database of copyright public records; and provides information and reference services to the public.

Reviews and interprets marks placed on deposited items during the registration process to determine disposition and/or storage locations. Items are delivered to Library divisions or put in rolling bins for delivery to the remote storage site. Items may require specific and unique decisions on disposition. Sorts individual items into batches of similar items for final disposition following the Copyright registration process and the Library selection process.

Independently performs tasks such as: secures high-risk items and packs them for transportation to their final destinations; delivers to the library divisions items selected for their collections; prepares items for transportation to and for additional processing at the remote storage site - separates items into appropriate categories; packs, secures and positions items for transportation to the remote site; provides expedited handling of items.

Provides information and acts as an advisor to the Library and the Copyright Office on the impact of changes made in the processing of items through the registration and selection processes. In this role, the Dispatcher: attends planning meetings to advise divisions considering changing their processes. identifying the types of items wanted for their collections, or changing the routing and delivery points for materials. Gives advice to Library and Copyright Office officers on handling exceptions to the general rules for materials movement. Develops revisions to the standing instructions and processing guidelines for dispatching various types of items from the cataloging process to their final destinations.

Enters data and/or updates data in one or more databases. Uses computer databases to identify unknown items and determines disposition; documents on the online system the movement of batches of materials to the Library divisions or to the storage facility; maintains control and accountability records on all batches. Provides guidance to and advises lower level staff on processes and procedures.

Performs other duties as assigned.

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

Knowledge of standardized rules, operations, processes and procedures.

Ability to communicate effectively other than in writing.

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid at step one of the grade.
