Summary

This position is located in the Small Business Administration, Government Contract Business Development - HQ in Washington, D.C. The incumbent applies data analytics, business analytics, statistical analysis and machine learning to small business procurement data.

This vacancy is open to individuals who have graduated from an accredited educational institution within the last two years. Duties

Executes research on Federal government small-business procurement through the use of statistical, program evaluation, and data visualization techniques.

Researches, identifies, coordinates, and writes a variety of reports requiring in-depth and comprehensive knowledge and understanding of specific GCBD initiatives and programs.

Conducts a variety of analyses for the OPPL including: Weekly reports on small-business achievements for the 24 CFO Act agencies, compared to prior years.

Communicates and collaborates effectively to represent the program in a wide variety of settings.

Acts as the authoritative source of technical input to publications and other documents that are the basis for formulating public policy.

Performs other duties as assigned.

Recent Graduates Program Eligibility:

To qualify for the Recent Graduates Program, applicants must have completed all requirements of an academic course of study leading to an associates, bachelor's, master's, professional, doctorate, vocational, or technical degree or qualifying certificate program from an accredited educational institution within the 2 years preceding the closing date of this announcement. Preference-eligible veterans who, due to military service obligations, were precluded from applying to the Program during any portion of the 2-year eligibility period are entitled to a full 2-year period of eligibility upon release or discharge from active duty. In no event, however, may the eligibility period extend beyond 6 years from the date on which the preference eligible veteran completed the requirements of an academic course of study.

Basic Requirements for Data Scientist:

Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position;

OR

Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in the paragraph above, plus additional education or appropriate experience.

AND

GS-09: One year of specialized experience, equivalent to the GS-11 grade level in the Federal service, obtained in either the private or public sector: 1. Building a data model to process purchase transaction data sets; and 2. Developing a data tool that is designed to be publicly accessible. These qualifications must be clearly referenced in your resume.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. RECENT GRADUATE PROGRAM COMPLETION AND CONVERSION: Upon completion of the minimum 1-year career development program, Program participants may, at agency discretion, be non-competitively converted without a break in service, to a term or permanent position in the competitive service. There is no guarantee for conversion.

To be eligible for conversion, Recent Graduates must:

Successfully complete the developmental minimum-one-year period identified.

Demonstrate successful job performance.

Meet the qualifications for the position to which the Recent Graduate will be converted.

Complete 40 hours of formal interactive training within developmental period.

Sign a Pathways Programs Participant Agreement upon appointment.

Meet established goals outlined in the Recent Graduate's Individual Development Plan (IDP).

Be recommended by supervisor/manager for conversion to permanent OR term position (these term positions may later be non-competitively converted to permanent positions). Non-competitive conversions must occur upon successful completion of the one year Program period or at the end of an approved, NTE 120-day extension. If not converted on the date of their service requirement as listed on the Participant Agreement or at the end of an approved 120-day extension, their appointment must be terminated.
