Summary

This position is a Supervisory Management Analyst, GS-0343-13, for the R8-Division of Operations, U.S. Fish and Wildlife Service.

Duties

As a Supervisory Management Analyst your duties will include but are not limited to the following:

Leads the Branch and Region in developing and implementing an agency-wide computerized maintenance management system (SAMMS) and Financial Business Management System (FBMS) to guide management of facility and equipment resources.

Serves as the principal advisor to the Assistant Regional Director for the National Wildlife Refuge System (NWRS) Region 8 in matters related to management, maintenance, and replacement of facilities and equipment within the Pacific Southwest Region.

Directs and supervises the Branch of Project Planning's execution of a balanced asset and maintenance management program within the Refuge System, including a broad array of information related to the acquisition and management of facilities needed for the management of conservation lands and resources to include management of cultural and natural resources, management of public recreation and education programs, and related law enforcement and fire management programs.

Responsible for the accountability for real property assets and for ensuring the Branch takes the lead in the Pacific Southwest and Region in accomplishing comprehensive condition assessments for all facilities on a 5-year cycle.

Develops and recommends to the NWRS Regional Management Team, operational policy, plans, objectives, and manuals, and develops procedures for facility and asset management.

Participates in the formulation and justification of budgetary and staffing requirements for the operation, maintenance, and improvement of the Pacific Southwest Region's NWRS facility assets. Annually prepares the Region's 5-year maintenance plan for the Refuge System.

Serves as the principal coordinator of facility maintenance and often represents the Regions and provides information for various audits, management control reviews, and related reviews.

Coordinates the work of the team which includes planning, contracting, procurement, administration, budget, financial management, and real and personal property activities.

Plans work to be accomplished by subordinates, setting, and adjusting short-term priorities, and preparing schedules for completion of work.

In order to qualify for this position, you must possess Minimum Qualification.

Minimum Qualification GS-13:

One (1) year of specialized experience comparable in scope and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience includes: 1) administering a program for real property, facilities, equipment, and vehicles, including conducting long-range planning for management and maintenance, safety training, and replacement of assets; 2) administering computer programs and data bases needed to conduct inventories and analyses; 3) supervising an inter-disciplinary team; and 4) managing a budget for a facilities and maintenance program.

NOTE: There is no substitution of education for specialized experience.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time In Grade Requirement: Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the JOA. Specifically,

Duty Stations: The duty station for this position will be located within Region 8, which includes the States of California, Idaho, Nevada, Oregon, and Washington. The salary will be based upon the geographic locality pay once selected. Locality tables may be found at: .
