Purpose

If you are a seasoned HVAC professional, consider this unique opportunity to make a tangible difference in the comfort and safety of library patrons and staff who visit and work in the City of Milwaukee’s historic Central Library and twelve branch libraries!

The Facilities Control Specialist is responsible for inspecting, testing, repairing, and maintaining the Milwaukee Public Library (MPL) System’s Building Control Systems.

Essential Functions

BUILDING SYSTEM OPERATIONS

Troubleshoot, repair, maintain, and reprogram all building-related systems, including Johnson Controls Metasys Extended Architecture, boiler controls, stand-alone controllers, security, fire-life safety, emergency generator, card access, and lighting panels.

Use building control systems to provide optimal comfort levels and energy efficiencies for the facilities’ occupants.

Oversee the installation of all control and programs.

Oversee the optimization of mechanical, facilities management, and security life systems.

Provide preventive maintenance for the MPL system, including Central Library and twelve branch libraries.

Procure, qualify, and secure bids and award service contracts for vendors for heating, ventilation, and air conditioning (HVAC), security, and fire-life safety systems.

Supervise the commissioning of these systems by vendors and other City employees.

Interpret engineering drawings, layouts, schematics, logic ladders, and sequence of operations to troubleshoot and repair building control systems.

Respond immediately to building maintenance emergencies.

TRAINING

Train mechanics in the proper operation and servicing of electronic control, digital controls, and computer programs.

Train relevant MPL staff on the fire system.

Conditions of Employment

The Facilities Control Specialist must be willing and able to do the following:

Work weekends, holidays, different shifts, hours beyond the work schedule, and emergency call-ins. MPL Buildings are open to the public from 10:00 a.m.-8:00 p.m. on Mondays and Tuesdays, 10:00 a.m.-6:00 p.m. Wednesdays, Thursdays, and Fridays, 9:00 a.m.-5:00 p.m. on Saturdays, and from 1:00-5:00 p.m. on Sundays.

Wear appropriate personal protective equipment (PPE) to mitigate exposure to fumes, odors, and gases produced by various equipment and/or chemicals.

Lift and carry up to 50 pounds of material or equipment and more weight with assistance.

Work from ladders and scaffolding.

Work in confined crawl spaces and at considerable heights.

Deal with a wide variety of environmental conditions in the workplace (indoor and outdoor).

Required pre-employment tests include the following:

Physical Exam with Lift test

Vision Exam

Audio-Gram

Drug Screen - Non-DOT

Minimum Requirements

Four years of experience maintaining and repairing HVAC systems for large business buildings.

Two years of experience managing computer control and programming software and troubleshooting electronic systems using schematics, ladder logic, and graphic programming language. May be concurrent with experience above.

Valid Driver’s license and good driving record at time of appointment and throughout appointment.

Equivalent combinations of education and experience may be considered.

Desirable Qualifications

Section 608 Technician Certification, a.k.a. CFC/EPA (Chlorofluorocarbon Environmental Protection Agency) certification.

Knowledge, Skills, Abilities & Other Characteristics

TECHNICAL

Knowledge of building and mechanical preventive maintenance programs.

Knowledge of the operation of heating, cooling, and ventilating equipment.

Knowledge of building automation systems and related controls, including badge access and security systems.

Ability to mechanically operate and understand pneumatic and electric/electrical controls, compressors, and various HVAC equipment.

Ability to read and interpret documents, blueprints, plans, technical specifications, and sequence of operations.

Practical knowledge of mathematics to take measurements, make calculations, and use basic geometry.

Ability to use Microsoft Office, including Excel, Word, and Outlook.

Ability to operate, program, and use computer software used for facilities management.

Knowledge of and ability to apply safety principles and practices as they apply to the HVAC field.

INTERPERSONAL AND CRITICAL THINKING

Ability to work productively in both on-demand and preventive maintenance work environments.

Verbal communication skills to effectively convey information to other staff and managers.

Customer service skills to assist facility users in resolving building control issues.

Ability to work efficiently both independently and in a team environment.

Ability to work cooperatively and effectively with coworkers, customers, and vendors whose backgrounds may differ from one’s own.

Ability to apply troubleshooting techniques in the field and resolve problems efficiently.

Ability to use City of Milwaukee resources responsibly.

Situational awareness to maintain alertness, identify potential hazards, and make good decisions.

Current Salary

The current salary range (Pay Range 7LN) is $94,733-$120,936 annually, and the current resident incentive salary range for City of Milwaukee residents is $97,575-$124,564.

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: an evaluation of education, experience and/or responses to supplemental questions; a written or performance test, a structured interview, or other assessment methods. The Department of Employee Relations reserves the right to call only the most qualified candidates to structured interviews and performance examinations. Structured interviews may include written exercises. Selection process component weights will be determined by further analysis of the job.
