Position Overview

Subject to management approval, performs highly technical and the most complex tasks relevant to the Employment and Training contracts in the Bureau of TANF Workforce Development; conceptualizes, designs, plans and implements the monitoring of assigned Regional employment and training contracts and agreements for compliance; serves as specialist team leader on the most complex projects and provides the most technical and complex input into the development of program policy and procedures for the compliance monitoring and development of contractual services within the Bureau to verify delivery of purchased service systems. Travels to various work sites to perform investigations.

Job Responsibilities

Performs the complex analysis and entry of client Temporary Assistance for Needy Families (TANF) Federal Work Participation coding for mandated federal reporting.

Performs complex data analysis utilizing reporting systems such as business objects in combination of Microsoft Office products in the creation of mandated Court Order reports.

Responds to Freedom of Information Act (FOIA) requests, subpoenas, and request for information.

Creates ongoing monthly reports for programmatic reporting.

Collaborates with other groups in creation of needed specialized reports to address Division reporting needs.

Minimum Qualifications

Requires knowledge, skill, and mental development equivalent to the completion of master's degree.

Requires one (1) year of progressively responsible professional experience in community organization, social service work or in program planning and development.

SPECIALIZED SKILLS:

Preferred Qualifications

One (1) year of experience as a caseworker with knowledge of related state and federal legislative rules, regulation, and mandates regarding facets of public aid assistance program such as Supplemental Nutrition Assistance Program (SNAP), Cash and Medical service delivery.

One (1) year of professional experience utilizing writing, analytical, research, and problem solving skills.

One (1) year of professional experience with public aid assistance programs such as Temporary Assistance for Needy Families (TANF), Supplemental Nutrition Assistance Program (SNAP), and Medicaid program reports and generating clear and concise written summary reports to expand and enhance service delivery.

One (1) year of professional experience gathering an analyzing complex data.

One (1) year of professional experience working with public assistance eligibility systems, such as Integrated Eligibility Systems (IES), Public Aid Client Information System (PACIS), Content Management, and ebtEDGE.

One (1) year of professional experience gathering, analyzing, and evaluating program data utilizing public assistance eligibility systems such as Integrated Eligibility Systems (IES), WVS, Content Manager, Mobius, and Business Objects.

Conditions of Employment

Requires ability to travel with overnight stays.

Requires basic proficiency in Microsoft Office Suite.

Requires basic proficiency in Business Objects.

Requires the ability to pass a background check prior to employment.
