Summary

This position is located in the Office of the Chief Communications Officer (OCCO), United States Patent and Trademark Office (USPTO). The OCCO is responsible for all aspects of the agency's public affairs and communication outreach activities. The incumbent in this position will serve as the overseer of the public communication through the USPTO website and other digital outlets and OCCO's role in website governance.

Duties

The physical worksite for this position is located in Alexandria, Virginia. This position is telework eligible per agency and business unit discretion/policy.

This position is located in the Office of the Chief Communications Officer (OCCO).

The individual selected for this position will…

Plan and coordinate working closely with the Website Editor in Chief and the Lead Product Owner for the Communications and Customer Experience IT portfolio.

Plan improvements to the agency homepage and major landing pages to meet the robustly growing percentage of customer web visits each month.

Provide website metrics to management and monitors effective benchmarks for measuring the impact of program efforts.

Lead and/or participate in initiatives and activities designed to increase teamwork, skill building, and knowledge-sharing.

For this position, the next lower grade level is a GS-11. Specialized experience for this position includes:

(1) Experience identifying and planning new website enhancements within a public-facing content management system (Drupal / Wordpress). (2) Experience reviewing web analytics and customer feedback to identify website improvements. (3) Experience working within an agile development team, including defining user stories.

GS-13

For this position, the next lower grade level is a GS-12. Specialized experience for this position includes:

(1) Experience identifying, planning, and executing new website enhancements within a public-facing content management system (Drupal / Wordpress). (2) Experience reviewing and analyzing web analytics and customer feedback to identify and manage a strategy for website improvements. (3) Experience as a product owner within an agile development team, including defining user stories, prioritizing development work, and accepting completed work. (4) Experience developing and implementing online/web standards, processes and/or policies governing public-facing websites.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You will be evaluated for this job based on how well you meet the qualifications above.
