Summary

The Federal Retirement Thrift Investment Board (FRTIB) is looking for a highly qualified and motivated individual to serve as a Business and Financial Analyst.

This Job Opportunity Announcement (JOA) may be used to fill other Business and Financial Analyst, GS-0501-11 positions within the FRTIB in the same geographical location with the same qualifications and specialized experience.

Duties

The major duties of the position are:

Plans and conducts the development, implementation, compliance, and administration of a broad range of agreement and financial management functions. Agreement and financial management functions include planning, execution, creation, IPAC review, and miscellaneous other functions in support of Agency Offices.

Analyzes business and agreements operations, processes, and requirements, and develops recommendations and alternatives toimprove such functions.

Coordinates business and agreements management functions with other federal agencies and their staff as necessary to ensure effective administration of agreements operations.

Resolves problems or changes in operational programs and enterprise systems and reviews systems and methods used to ensure accuracy.

Applies business and financial management practices and techniques in support of the interagency (IAA) program. Acts as a business and financial advisor to managers and Office Directors, as necessary. Provides advice and consultation in the development and implementation of effective business operations and financial management techniques and methods to support the achievement ofthe Federal Agreements Program.

Performs research and analysis on IAA/MOA/MOU/SF1 issues and resolves them.

Reviews and develops operational procedures and policies for interagency agreements to ensure effective management of programs and functions, and compliance with Agency and applicable Federal requirements.

Provides support to the Federal Agreements program manager and Budget Officer in managing the interagency agreements of the Agency.

Assist program office interagency agreement managers on navigating their agreements through G-Invoicing.

Provides advice and consultation in the development and implementation of effective business operations and agreements management techniques and methods to support the achievement of the assigned Agency Offices.

Prepares reports, presentations, and other documents to present findings, analyses, recommendations, and proposals for consideration by Supervisor and other officials and staff.

Utilizes a variety of software applications and programs to accomplish assignments and responsibilities.

Enters and adjusts data for agreements into various reports, forms, and schedules, and consolidates data to provide effective overview of the status of the agreements.

Monitors and updates data on an ongoing basis to verify that information is current and accurate, and takes appropriate action to correct and obtain data as necessary.

Analyzes project activities to track progress against milestones and objectives and identify areas of concern and potential impediments to meeting objectives and timeframes. Collaborates closely with colleagues regarding the creation and routing of requisitions for agreements, the proper review of IPACs, and other agreement related activities as necessary.

Collaborates with other technical specialists to identify and effectively address and resolve issues and problems and improve the organization's business and financial management functions.

Qualifications

To qualify for this position, applicants must meet the Specialized Experience as described below.

Specialized Experience: Applicants must have at least one year of full-time specialized work experience comparable in scope and responsibility to the next lower level (equivalent to the GS-9) in the federal government.

Specialized experience is defined as: One year of specialized experience equivalent to GS-09 grade level in the Federal service that involves experience assisting in providing financial administration services; and experience resolving financial discrepancies and recommending solutions.

OR- possess a Ph.D. or equivalent doctoral degree

OR- 3 full years of progressively higher-level graduate education leading to a related degree, or a combination of graduate education and specialized experience equivalent to 52 weeks.

*Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Specialized experience must meet 52 weeks equivalent to the next lower grade level. A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
