Under the general direction of the Chief Medical Officer, the Vice President of Nursing Services is responsible for the day-to-day operation of nursing services throughout the agency. This position is responsible for participating in the development of medication and other health-related assessment and intervention processes and policies and participating in the development and implementation of health and wellness-related quality improvement efforts (e.g. evidenced-based treatment initiatives). The candidate with work closely with the Chief Compliance & Privacy Officer and related staff to ensure implementation of policies and procedures related to nursing care to ensure compliance with regulatory requirements by federal, state, and local funders. The Vice President of Nursing Services will also as a backup to the Chief Medical Officer and Associate Chief Medical Officer, providing medical-related consultation to program staff who provide clinical or rehabilitative services.

ESSENTIAL JOB FUNCTIONS:

Administration of nursing services for the agency and its affiliates including but not limited to:

Collaborate with ICL Talent Acquisition Specialists to recruit, orient and promote retention of nursing personnel

Directly supervise nursing personnel through individual and group formats;

Oversee the day-to-day implementation and accomplishment of annual management plan goals pertaining to nursing services as approved by the Board of Directors;

Conduct periodic and regular meetings with Nursing Services personnel

Monitor, evaluate and promote the effectiveness, efficiency, access to and stakeholder satisfaction with nursing services.

Participate in the development, implementation and compliance with nursing services, medication and other designated health-related policies and procedures.

Participate in strategic planning and continuous quality improvement efforts to optimize the effectiveness, efficiency, access to and satisfaction with agency-wide medication, nutrition, health and wellness programs and processes (e.g. evidence-based and best practices)

Provide consultation to clinical and management staff regarding medication and health-related assessment and interventions, including evidence-based treatment and best practices.

Participate in the development and implementation of quality and assurance and program evaluation activities involving health-related interventions.

Promote compliance with federal, state and local laws and regulations, accreditation standards and agency policies and procedures.

Serve as liaison with other organizations as appropriate, such as the New York State Office of Mental Health (OMH), New York State Office of People with Developmental Disabilities (OPWDD), New York City Department of Health and Mental Hygiene (DOHMH), New York State Office of Addiction Services & Supports (OASAS), and other federal and state agencies involved in the funding or regulatory oversight of programs operated by the corporation.

Participate in the development of responses to Requests for Proposals for new programs.

Coordinate, supervise or directly develop and present medication, health and wellness-related training materials and job performance aids for employees and other identified stakeholders.

Provide information to the Chief Medical Officer, Chief Operations Officer, and Senior Vice Presidents of Program Services in the creation of administrative and program services objectives, policies and procedures, and the strategic direction of the division.

Monitor, evaluate and promote the effectiveness, efficiency, development and improvement of processes involving nutrition services.

Supervise: Associate Director of Nursing and supervisory and direct care nurses. Supervision includes but is not limited to: Planning, assigning and directing of work; appraising performance; rewarding and disciplining; and addressing complaints with the support of the Human Resources Department.

Represent ICL at various outside meetings as assigned.

Attend and chair/co-chair meetings as assigned.

Participate in professional development and continuing education activities to improve or maintain satisfactory knowledge, skills and abilities required for the position.

Manage triage and after hours on-call nursing services in collaboration with Associate Director of Nursing

Provide 0.2 FTE of clinical coverage in select programs which may include provide gap coverage as needed;

Perform other tasks as assigned.

ESSENTIAL KNOWLEDGE, SKILLS AND ABILITIES:

Master’s Degree in Nursing

Active license issued by the New York State Department of Education for registered nurse and current registration

Must have 5 years of post–master’s experience as a registered professional nurse including nursing experience in medical, mental health, and intellectual and developmental disabilities settings.

Must have 2 years of supervisory or administrative experience.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:

Nurse Practitioner certification or Doctorate in Nursing or Nursing Administration

Knowledge of Federal and New York State laws and regulations and prevailing standards pertaining to medical and behavioral health services

Knowledge of clinical interventions in physical and behavioral health, including evidence-based and best practices strategies for symptom relief, rehabilitation and recovery

Knowledge of Microsoft Office software and facility with electronic health records

Effective staff management skills: Selecting, training and developing employees; directing employees toward desired objectives; delegating, motivating, resolving problems; and controlling the essential work (functions developing performance standards, measuring results, taking corrective action and rewarding employees as

appropriate)

Effective organizational skills (e.g. planning, scheduling, prioritizing tasks, organizing and allocating resources)

Financial/accounting skills sufficient to manage program budgets in collaboration with finance department
