Medical Service Corps Administrator Las Vegas (24-17 MSC Administrator Las Vegas)

Description of Services:

The contractor shall meet all requirements per the basic contract and provide professionally and technically qualified individual(s) to perform all tasks in the following paragraphs to fulfill the requirements of this task order. The contractor personnel shall provide Medical Service Corps Administrator/Project Management in support of United States Air Force School of Aerospace Medicine (USAFSAM) Center for Sustainment of Trauma and Readiness Skills (CSTARS) Las Vegas in collaboration with University Medical Center (UMC) facility. Provides a wide range of support in medical and non-medical logistics, resources, facilities, systems, and human resource management. Coordinates all financial, contract(s), security, facility, training agreement(s), and Information Management/Information Technology (IM/IT) issues. Directs and oversees organizational policies, objectives, and initiatives intended to optimize Air Force Medical Service (AFMS) wide mission support. This position provides leadership and tracking aspects of Air Force level operations including readiness and healthcare services. Balances workload and provides overall direction and vision to staff on a wide range of education and administrative issues. Responsible for the budgetary operations necessary to support the Clinical Medical Readiness Skills training program and the assigned personnel. Formulates, coordinates, consolidates budgetary strategies and briefs/obtains leadership approval of all course objectives. Conducts, interacts, and projects a professional Air Force image when interacting as an USAFSAM intermediary representative with all military/civilian functional organizations. Will perform personnel management duties: providing advice and assistance to the course director and clinical staff on overall technical management and administrative taskers sent from the training program to ensure timely completion. Updates and reviews annually the Training Affiliation Agreements (TAAs) and Memoranda of Agreement (MOAs & MOUs) with all civilian organizations; which require significant coordination with each legal division(s) and the United States Air Force. The contractor personnel shall interface with 711HPW/ET leadership and staff, other professionals across both the Air Force Research Laboratory, Air Force Medical Services, the Defense Health Agency, the Department of Defense, and the University Medical Center leadership, staff, and subject matter experts.

Mandatory Qualifications:

Excellent interpersonal skills are required. Excellent writing and verbal communication skills are required. Proficiency with word processing software and SharePoint applications is required.

Requires a bachelor’s degree in field related to medical education and training and/or education administration, and at least 2 years of experience in the field or in a related area(s).

Knowledge and understanding of applicable Air Force and professional standards is mandatory. Knowledge of military and civilian guidelines that govern policy and procedure, successful completion of USAFSAM's and Department's orientation programs is required.

Contractor must have a Non-Disclosure Agreement in place with their company, and the company must provide a copy to the Program Manager of this task order. This is necessary in order to mitigate transfer of any confidential, proprietary and/or sensitive information while in this position.

Highly Desired Qualifications:

Master’s degree highly desired with experience in military protocols and administrative actions similar to decorations, evaluations, and reports.

Tasks:

Administrative and Functional Support

Works closely with the En-route Care Training Department administrative team and provides administrative support for all cadre members assigned to the En-route Care Training Department. CSTARS Las Vegas is a training platform partnered with University Medical Center that provides clinical medical readiness training for DoD medical personnel.

Provides a wide range of support in medical and non-medical logistics, resources, facilities, systems, and human resource management.

Coordinates all financial, contract(s), security, and Information Management/Information Technology (IM/IT) issues.

Balances workload and provides overall direction and vision to staff on a wide range of administrative issues.

Responsible for the budgetary operations necessary to support the CSTARS training program and the assigned personnel.

Formulates, coordinates, consolidates budgetary strategies and briefs/obtains leadership approval of all course objectives.

Oversees organizational policies, objectives, and initiatives intended to optimize Air Force Medical Service (AFMS) wide mission support.

Complete, oversee, and coordinate all credentialing paperwork received from the Academic Operations Division/En-Route Care Training Department or other Department of Defense (DoD) sites in preparation for upcoming classes. Contractor shall complete, oversee, and coordinate with the onsite credentialing department to ensure paperwork is in order prior to class start date.

Facilitates informational tours for visiting dignitaries, public organizations, and internal/external persons interested in the Center’s activities. This may involve coordinating parking, reserving meeting rooms, refreshments, and refining itineraries with other departments.

Updates and reviews annually the Training Affiliation Agreements (TAAs) and Memoranda of Agreement (MOAs & MOUs) with all civilian universities/military organizations, which require significant coordination with each legal division(s) and the United States Air Force.

This position provides leadership and tracking aspects of Air Force level operations including readiness and healthcare services.

Perform the following administrative management service-oriented tasks: answering the office phones, typing, filing, building and maintaining simple databases, ordering office supplies, constructing training and in processing packets for all students.

Assist faculty with student registration on the first day of class (to include, badge procurement, and/or other required administrative paperwork to the Academic Operations Division) and will assist as needed during out processing on the final day of class.

Coordinates staff meetings with the Course Director and keep record of the minutes.

Assist in coordinating information and taskings to the En-Route Care Training Department by their required deadlines.

Assist with administering end of course critiques including scanning to USAFSAM and/or manually entering results.

Contractor shall build Word documents, spreadsheets using Excel Program, and presentations using PowerPoint.

Oversees record management program.

Base Support:

The contractor shall be provided office space, furniture and equipment, routine office supplies, computer hardware and software necessary to perform tasks described in this performance work statement. The contractor will also be provided telephone service, access to a fax machine, and a copier as required. All software and hardware, passwords/access to military Internet/E-mail and applicable database will be available within the scope of the contract. The contractor shall comply with local, AF, and DoD policies.

General Information:

Work will be accomplished at University Medical Center of Southern Nevada, 1800 West Charleston Blvd Las Vegas, NV 89106 beginning on 3 September 2024.

Temporary alternate work locations may be assigned as circumstances dictate by the Contracting Officer Representative.

Work schedule is normally Monday – Friday, 7:30 AM – 4:30 PM (ET); however, there may be times when it is necessary for the contractor to work after duty hours in support of specific tasks. Although schedule may have to be flexible, it will not exceed 40 hours per week.

Contractor leave request/projections will be provided to technical adviser (TA) or designee at least 10 workdays in advance via email to meet local policy. Absence during scheduled course dates will be avoided.

U.S. Citizenship:

Employee must be a U.S. citizen. For the purpose of base and network access, possession of a permanent resident card (“Green Card”) does not equate to U.S. citizenship.

TRAVEL:

No travel is anticipated for this effort.

SECURITY:

All contractor personnel require a minimum of a Tier 1 background check (T1)/SF85 for any position that requires access to the internet, use of automated information systems to cover standalone computers or unescorted entry into restricted or controlled areas prior to reporting for duty in support of any requirement. The investigation is not for a security clearance; it is for a position of trust. This is a mandatory requirement set forth in DoDM 5200.02_AFMAN 16-1405, Air Force Personnel Security Program.

The contractor employees shall provide OPSEC protection for all sensitive/critical information and indicators involved in execution of this contract, as defined by AFI 10-701 (Operations Security). 711th HPW Critical Information and Indicators are protected under the 711th HPW Operations Security Program and the 711th HPW Critical Information and Indicators List (CIIL). Contractor employees granted access to critical information and indicators shall be provided initial OPSEC training by the 711th HPW OPSEC Coordinator upon in-processing and prior to being granted access to CIIL items related to the contract. The contractor employee shall also participate in 711th HPW’s annual OPSEC training and education programs, which includes periodic updates and refresher training on CIIL items applicable to the contract. The 711th HPW OPSEC coordinator shall evaluate the OPSEC posture of AF contract activities and operations.

DELIVERABLE:

Contractor Progress, Status and Management Report (PSMR). On a monthly basis, the contractor shall provide a status report with each monthly invoice. The information will be on project status and describe the work accomplished. The report will include financial status describing hours and costs expended per individual during the current period as well as cumulative hours and costs through the current reporting period. The contractor shall also identify any issues/problems anticipated in schedule or cost ceiling during the next reporting period.

The report shall have five sections:

Project Title, Time Period of report, Date

Performance: Current status of deliverables, measured against project expectations.

Schedule: Have scheduled activities and milestones been completed on or before time, and impact of delays.

Costs: Are there any actual or significant deviations, are significant costs adequately explained in terms of project plans? (i.e. large initial equipment purchase, followed by labor related costs.)

Risk: Are there known or anticipated opportunities or events that will or can affect a project.
